Position Summary:
MSI is seeking a Project Manager. This individual will assist the Senior Project Management Advisor who will provide advisory and technical support to the Government of Ukraine through a potential contract with the U.S. Department of Transportation. The advisor will be embedded in the Ministry of Communities, Territories and Infrastructure to assist with the development of a short-term strategy for emergency repair and rehabilitation, and prioritization of needs. The advisor may also support the Ministry with longer-term technical assistance in developing a prioritized approach to rehabilitation and reconstruction of damaged and destroyed infrastructure. Providing this in-house, embedded technical expertise will assist the Ministry in effectively coordinating with the United States and the broader donor community when it comes to identifying priority projects, both for immediate emergency rehabilitation and for longer term reconstruction.

Responsibilities:
- Support the work of the Senior Advisor to support the Ministry in its development of its priority reconstruction needs.
- Provide support to the Senior Advisor to serve as an additional resource to the Minister, as part of the USG’s overall technical assistance to Ukraine, in helping coordinate transportation sector recovery and reconstruction coordination within the USG as well as with the broader donor community.
- Translate project documents between English and Ukrainian.
- Serve as interpreter during site visits and meetings as needed.
Qualifications:
- Bachelor’s Degree in relevant field of study (Public Policy/Administration, Social Sciences, Economics, Monitoring and Evaluation, etc.) and five years of related work experience.
- Demonstrated skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds.
- Fluent in English (strong writing skills necessary) and Ukrainian.
- Previous experience in translating from Ukrainian to English both orally and written.
- Previous experience with transportation engineering or construction projects preferred.
- Experience working for a donor-funded entity or implementing partner on a USAID or UK-funded assistance projects strongly preferred.
