Background
To respond to the national demand for transparency and integrity as expressed by the people of Ukraine after Revolution of Dignity as well as to support the on-going anticorruption reform and emerging anticorruption architecture, UNDP Ukraine has launched Enhanced Public Sector Transparency and Integrity Project (ETI), 2015-2018, funded by the Danish Ministry of Foreign Affairs.The ETI Project aims at bringing the regulatory and institutional arrangements for corruption prevention within Ukraine closer to international standards for transparency and accountability in the public sector and thus help ensure more responsiveness and efficacy from state bodies at national and subnational levels. The project (1) renders assistance to establishment of regulations on issues of conflict of interest, assets declarations, and corruption risk assessment, which spell out mandates and operational procedures for the duty-bearers, (2) contributes to duty-bearers’ capacity development to operationalize adopted frameworks in everyday operations at national level and (3) encourages local oversight of anti-corruption reform implementation.The Anti-Corruption Policy Specialist will be responsible for taking lead in all thematic anticorruption areas of project implementation, assisting the team with quality assessment of the products delivered with project support.
Duties and Responsibilities
Under the supervision of the Transparency and Integrity Team Lead, the Anti-Corruption Policy Specialist will be responsible for the following key tasks:
Ensure implementation of respective activities of the Enhanced Public Sector Transparency and Integrity Project (ETI) and delivery of results in accordance with the programme document, work plans and other joint agreements between the Government and UNDP;
Contribute to preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the project activities;
Liaise with the national stakeholders, CSOs and development partners, lower administrative level authorities in developing capacities for the smooth administration and implementation of project activities; identify linkages between country and regional programmes in the area of anti-corruption and support integration of best practices into the project activities;
Collect and analyze data, studies, trends and policy framework on anti-corruption to support the implementation of the ETI project; keep abreast of all the developments at national and local levels;
Support and implement capacity development initiatives in the area of anti-corruption, integrity, transparency and public accountability based on the needs of national partners, CSOs and other stakeholders;
Conduct research, make analysis, process statistical data, draft conclusions and recommendations pertinent to establishment of regulations on issues of conflict of interest, assets declarations, and corruption risk assessment, which spell out mandates and operational procedures for the duty-bearers;
Provide substantive expertise on the issues relevant to development of regulatory framework on conflict of interest, assets declarations of public officials; provide expertise on the assessment of implementation on the above regulatory framework;
Review existing training products of the National Agency for Corruption Prevention and other stakeholders; contribute to development of new training modules to build public officials’ capacities to operationalize adopted anticorruption frameworks in everyday operations; contribute to roll-out of the developed training modules in TOT modality;
Provide support to the implementation of the project activities related to supporting the National Agency for Corruption Prevention and other stakeholders active in the area of anticorruption; assess delivery issues and work with national counterparts to build common understanding and coordination on project activities;
Cooperate closely with the Communication Unit to coordinate national and international media on highlighting the anti-corruption efforts of local authorities;
Elaborate necessary documentation (concept notes, advisory notes, memos, meeting debriefs, topical briefs, activity plans) to operationalize and steer programmatic initiatives and activities;
Ensure quality assessment of the products produced with the project support;
Support the process of developing knowledge products, by codification of experiences and lessons learnt at the national and international levels in the anticorruption domain;
Perform other duties as requested.
Measurable outputs of the work assignment:
Monthly/quarterly/annual/ad hoc debriefs are prepared;
Drafts of the regulations on conflict of interest and public officials financial control are prepared;
Training modules on corruption prevention legislation produced; Trainings of trainers are conducted;
Substantial technical and expert support to the project activities related to all thematic anticorruption areas of project implementation provided;
Topical news-feed regularly produced and streamlined;
All assignments performed in a quality and timely manner.
Performance Indicators for evaluation of results:
Relevant outputs of the project annual work plan are fully and timely implemented;
Funds delivery for ETI project is reached 100%;
ETI operational requirements are carried out in strict accordance with UNDP rules and procedures;
Project-related analytical materials are timely prepared and disseminated;
Project technical activities in anticorruption area are duly overseen, timely enhanced, and properly reported;
Partnership with institutional stakeholders developed and maintained;

Required Skills and Experience
Minimum qualifications and experience:
Bachelor degree in public administration, law, international relations, political science, economics, social sciences or related field;
Minimum 5 years of professional work experience in the field of anticorruption policy research, policy development or implementation, public policy, monitoring government performance or implementing anti-corruption initiatives preferably in international organizations or other related area;
Thorough knowledge of relevant national legislation and institutional frameworks for prevention of corruption in Ukraine;
Knowledge of relevant international anti-corruption standards applied to Ukraine, international anticorruption legal framework;
Experience in elaborating strategic documents, policy papers and policy recommendations, conducting policy research would be an asset;
Experience of working with a multilateral or international technical assistance or development organizations would be an asset;
Excellent writing, presentation, facilitating and training skills would be an asset;
Fluency in English, Ukrainian, and Russian is required;
Strong computer skills are mandatory.
