Background. UNDP’s new project “Civil Society for Enhanced Democracy and Human Rights” is aimed at comprehensively supporting civil society development in Ukraine with the purpose of contributing to democratization and better protection and promotion of human rights, as well as sustainable development as per the Global Agenda 2030.
Duties and Responsibilities.
The Grant Associate/Youth Officer will be responsible for the following key tasks:
- Support the implementation of the project small grants scheme, including development of calls for proposals, other documents and forms, setting up proposals evaluation criteria, organizing the work of selection panels, preparation of grant lists, and other relevant duties, and lead this work specifically for the youth work component;
- Summarize information on grants awarded by the UNDP through the project and shares it with the supervisor for monitoring and planning purposes;
- Contribute to the project annual and quarterly work-plans preparation and report with regard to the CSDP small grants scheme and youth component;
- Develop and maintain the grants project filing system (in electronic and paper form), including on the youth grants provided by UNDP to the youth workers, winners of the Youth Innovation Challenge and other youth projects and initiatives;
- Provide information on UNDP and project grant-making procedures and reporting requirements to potential and current grantees during regional information sessions and orientation sessions;
- Support cooperation with the project partners that provide assistance in the implementation of the project small grants scheme to ensure its effectiveness;
- Participate in the review and evaluation of grant project proposals and analyse grant project work plans and budgets;
- Maintain regular contacts with at least 30 project grantees on programmatic and financial issues concerning grant projects’ implementation;
- Facilitate provision of guidance to all potential grant applicants to support the completion of applications, including concept notes and full-fledged proposals
- Consult grantees on financial accounting and reporting issues concerning grant project budget is in compliance with the UNDP SOPs;
- Support the analysing of grantee programmatic and financial reports and prepare summaries of grant project activities, results achieved, and financial resources used;
- Closely liaise with UNDP Ukraine programmes to ensure proper coordination of actions and activities related to grants payments;
- Support of drafting the mid-year and annual reports on issues concerning the youth component and grants schemes;
- Prepare project-related correspondence, maintain contacts with governmental and non-governmental institutions, local authorities, NGOs, academia, etc;
- Perform other functions/tasks when required.
Measurable outputs of the work assignment:
- Grantees programmatic and financial reports prepared and analysed in timely manner;
- Quality and timely advice provided to the grantees on grant projects implementation and financial reporting;
- Sufficient and verified information on grants projects progress and results achieved regularly obtained from grantees through reports and monitoring visits.
Performance Indicators for evaluation of results:
- Relevant outputs of the project annual work plan are fully and timely implemented;
- Funds delivery for CSDR project is reached 100%;
- CSDR operational requirements are carried out in strict accordance with UNDP rules and procedures.

Required Skills and Experience:
- Bachelor’s degree (or equivalent) in finance, accounting, business administration or economics, international relations, social sciences or related fields;
- At least 3 years of progressive experience in the area of youth work, administration or programme support service preferably in the international environment or other related fields;
- Experience in grant-making and within technical assistance projects is an asset;
- Experience in the usage of computers and office software packages (MS Word, Excel) and advance knowledge of spreadsheet and database packages, experience in handling od web based management systems;
- Fluent English, Russian and Ukrainian is required.
