Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.
Considering the worsening crisis on the territory of Ukrаine, DRC is expanding its presence in Western Ukraine and is looking for Protection Officer (Maternity leave) in Lviv.
Overall purpose of the role
The Protection Officer is part of the DRC Protection Team in Ukraine and works under the management, guidance and supervision of DRC’s national Protection Team Leader. The Protection Officer supports the Protection Team Leader in timely and quality implementation of protection activities special focus on emergency response:
- Ensure the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC.
- Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities
Sector responsibilities: Advocacy for the rights of displaced people in their context of displacement, child protection initiatives, individual protection assistance based on vulnerability, sexual and gender-based violence prevention, registration services for the internally displaced and refugees, monitoring of rights and rights awareness-raising.
Main responsibilities
Programming & Operations:
- Ensure efficient and effective program implementation while following the budget and work plan.
- Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors.
- Lead the team in carrying out monitoring and evaluation exercises.
Implementation of protection activities:
- Develop a work plan with assigned work responsibilities for the team members.
- Ensure efficient and effective program implementation while following the budget and work plan.
- Implement Protection activities, with a particular focus on emergency response activities.
- Ensure timely support to the conflict-affected populations.
- Support the team in the organisation and delivery of training in psychosocial support for conflict-affected populations and training on inclusion for children and adults.
- Contribute to the process of developing tools, guidelines and SOPs relevant for protection work.
- Contribute to the development of information leaflets, brochures for awareness-raising activities.
Internal/External Coordination and Representation:
- Collaborate with relevant internal and external technical experts on sector relevant issues.
- Represent DRC at meetings and other relevant technical coordination meetings.
- Ensure integration with other DRC sectors.
- Establish and maintain coordination with local authorities, local and international NGOs when required.
- Taking the lead to advocate the community issue with relevant stakeholders.
Reporting & Accountability:
- Collect and maintain project data ensuring the highest standards of data protection and confidentiality. Insert the collected information into the database when needed.
- Contribute to preparing weekly/monthly/quarterly/annual highlights/reports and proposals and budgets for donors.
- To support the Protection Team Leader in developing high quality and timely reports for DRC and donors within agreed deadlines.
- Comply with all relevant DRC policies and procedures, particularly with respect to child protection, the code of conduct, and security.
- Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
- Initiate procurements and ensure their execution.
- Ensure distribution plans are prepared and shared with logistics in a timely manner.
Key Deliverables: (in bullet points)
- Support to Protection Team Leader in overseeing the implementation of all Protection programme activities, including serving in the capacity of OIC when the Protection Team Leader is out of the office.
- Coordinate and oversee the implementation of emergency activities.
- Regular planning and reporting on programme activities.
- Contribution to development and implementation of Protection programme strategy.
Key stakeholders: (internal and external)
- Establish and maintain coordination with local authorities, local and international NGOs when/if required;
- Represent projects in relevant coordination meetings when requested.
Required experience and competencies
- At least 2 year of working experience in Protection programmes or social work, supporting communities as part of local or international organisations;
- Strong experience in working with Local NGOs.
- Strong facilitation skills and experience designing and delivering training to various audiences, preferably focusing on Community Based Protection activities.
- Experience in organising Focus Group Discussions (FGD).
- Good writing and analytical skills;
- Strong interpersonal, communication and negotiation skills;
- Good knowledge of conflict management;
- Positive ‘can-do’ attitude and resilience;
- Excellent skills in MS Word, Excel, and PowerPoint.
- Fluency in Ukrainian and good command of English – both oral and written.
