With presence and experience in Ukraine since 2016, UNOPS has provided management and procurement services to support Ukraine’s national reform and sustainable development agenda, take environmental and climate action, strengthen the rule of law, improve energy and healthcare solutions, as well as address economic and governance institutional weaknesses.

The Russian Federation’s invasion of Ukraine in February 2022 has caused a severe and highly complex humanitarian emergency with global impact not witnessed in Europe for over 70 years. The international response has been significant, with exceptional support provided by many donor countries and organizations. UNOPS, with its ability to add considerable value in its core areas of infrastructure, procurement, and project management services, is part of the response to the ongoing emergency and is expanding its capacity in the country to be able to provide robust and timely support over the long term, through the recovery and reconstruction phases.

Recognizing the enormity and complexity of the challenges ahead, UNOPS established a dedicated Ukraine Country Office (based in Kyiv), from where its operations will be planned, resourced, implemented, managed, and controlled in the months and years ahead, with the support of the UNOPS Europe and Central Asia Regional Office (based in Geneva) and UNOPS HQ (Copenhagen).

About the Role

UNOPS Ukraine is recruiting a Data Senior Analyst who can be called upon to support a variety of different data dependent projects. Projects could range from examining complex datasets for trends and conclusions, to building reports in SQL leveraging data in BigQuery, to developing a dashboard for the office or project. Ideal candidates are expected to demonstrate both technical expertise and a degree of business acumen. The Data Senior Analyst won’t necessarily be an expert in procurement, finance, HR, project management or construction; however, he/she is expected to have the ability to understand project needs in any of these fields and deliver accurate, cohesive analysis and data products and help to build data literacy in the Ukraine office by sharing their knowledge and expertise.  The Data Senior Analyst is expected to support multiple project teams at the same time. 

Please note that due to standardization in the position title taxonomy at UNOPS, the position title on the contract will be ICT Senior Analyst. The working position title (in your everyday work, CV, email signature, etc.) for this position may be Data Senior Analyst or ICT Senior Analyst.

This is a local position, it is therefore only open to Nationals of Ukraine and to individuals who have a valid residence/work permit.

Functional Responsibilities

At the organisational level, the Data Senior Analyst reports to the Head of Project Management Office; however, at a functional level he/she reports to the  Senior Project Managers who manage individual projects within the Infrastructure and Procurement portfolio. The purpose of the role is to support and strengthen evidence-based decision making and implementation of UNOPS projects, by providing data and analytics that support the UNOPS Ukraine Monitoring, Evaluation, Accountability and Learning (MEAL) system and Project Managers.

The Data Senior Analyst will provide support to the UNOPS Ukraine projects, including, but not limited to, the following:

  1. Innovation and knowledge management
  2. Support data needs related to project monitoring and evaluation
  3. Reporting
  4. Technical support

1. Innovation and knowledge management

  • Support the gathering and documentation of user requirements and expectations, reporting requirements, design preferences, and quality criteria;
  • Provide analytical support to the supervisor in the development and implementation of BigQuery databases, tables and SQL queries to store, structure, compare and extract data, as well as exploiting other tools within Google Cloud Service as appropriate;
  • Recommend processes and tools to assure ongoing quality and integrity of data;
  • Support the design, development, testing, implementation and documentation of data tools, including dashboards and reports;
  • Draft detailed concept designs and specifications, using a range of analysis and statistical techniques to provide insight into the functioning and management of a project or programme;
  • Develop, test and implement, including quality assurance of the resulting tools and underlying datasources;
  • Support knowledge management initiatives to ensure that project experiences and learning are documented and available to all UNOPS Ukraine Projects and Programmes;
  • Contribute to the development and introduction of innovation to ensure UNOPS Ukraine is continually incorporating best practice approaches.

2. Support data needs related to project monitoring and evaluation

  • In collaboration with Project Managers, prepare guidelines for contractors and consultants, defining the structure, type and quality of data that they need to record, to ensure the format and frequency of reports that they need to produce.
  • Update and maintain systems to collect consistent and quality MEAL data, including from third party partners such as consultants and contractors;
  • Prepare MEAL data analysis for project and organisational reports, assessments and data portals;
  • Identify, analyse, and interpret trends or patterns in complex data sets;
  • Test analysis methodologies in data sets and verify coherence and interpretation of data visualizations for analysis approach;
  • Build, adjust and maintain dashboards to increase and strengthen the quality and availability of country and programmatic data;
  • Provide technical support in extracting data according to business needs and on an ad hoc basis;
  • Support to design and undertake surveys for the collection of required data if not available from existing sources.

3. Reporting

  • Prepare reporting, disaggregation and data visualizations to provide a holistic view of MEAL data;
  • Review corporate/donor reporting, and ensure consistency of data and information presented across reports;
  • Take responsibility for overall integrity, quality, accessibility and accuracy of information in reports supplied to the business unit;
  • Ensure alignment of reports with corporate and donor reporting templates and regulations;
  • Build reports using SQL, cubes and mdx.

4. Technical support

  • Assist with conducting analyses on complex and connected data, proposing and testing hypotheses, deriving statistics, trends and insights;
  • Conduct data quality analysis and testing of data sources and tools;
  • Performance of related duties, as required.

Education/Experience/Language requirements

Education

  • A first-level university degree (Bachelor’s degree or equivalent) in data analytics, computer science, computer engineering or similar is required.
  • An advanced university degree (Master’s degree or equivalent) in the above mentioned subjects is desired and can substitute for some years of work experience.

Work experience 

Required Experience

  • With a bachelor’s university degree, 4 years of relevant working experience in data analytics related roles is required. With a master’s degree, 2 years such experience is required.
  • Demonstrated experience in data visualisation, analytics and information management is required. 
  • A minimum of 2 years of experience in SQL skills are required. This will be tested as part of the recruitment process.
  • A high level of expertise in spreadsheet tools (e.g. Google Sheets, Microsoft Excel).

Desired Experience

  • Experience in business statistics, data management, analysis, visualization and modeling is desirable, ideally with a focus on one or more of the functional areas for UNOPS (e.g. infrastructure, procurement, project management, human resources, financial management, and other management services).
  • Knowledge of and experience using the Google Cloud Platform (GCP) (including Big Query) is considered an asset.
  • Experience with scripting languages (e.g. Python, Google Apps Script, Javascript) is desirable.
  • Experience with ODK (Open Data Kit), or KoBo Toolbox is an asset.

Languages

  • Fluency in English and Ukrainian is required.

Contract type, level and duration

Contract type: ICA (Individual Contractor Agreement)
Contract level: Local ICA Specialist, Level 9
Contract duration: Ongoing ICA – ‘Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
