The Program Summary
Mercy Corps’ Ukraine response meets the humanitarian needs of people affected by the war in Ukraine. Since the escalation of the war in 2022, Mercy Corps has supported more than 750,000 conflict-affected people in Ukraine and neighboring countries. We have provided cash assistance, food and hygiene kits, and psychosocial support for people in emergency situations; grants for micro, small and medium businesses, as well as small to medium farming enterprises; and conducted large-scale information campaigns. With continued attacks on critical infrastructure and regular power disruptions, localized solutions to ensure sustainable, reliable and affordable access to energy are increasingly important, both to meet humanitarian needs, as well as to support the recovery of Ukraine. Notably, nearly all our programming is delivered in partnership with civil society organizations matching humanitarian action with capacity strengthening and a real commitment to localization. The Grant Compliance Senior Officer will be a critical member of the Program Development and Grants Management team which is responsible for all donor reporting, proposal development, compliance management, and other tasks.
The Position
Mercy Corps Ukraine is seeking a Grant Compliance Senior Officer to provide expert technical guidance, training, and support to Mercy Corps’ Ukraine Country Office, including financial, program, and administrative staff, on donor regulations and compliance along with related internal policy compliance. Responsibilities include compliance support to all teams within the Ukraine country office, including direct support for complex programs, enhanced compliance support for proposals and awards that are higher value/have complicating factors, conducting internal review of processes and practices to ensure adherence with donor regulations, and staying current on donor regulations. The Grant Compliance Senior Officer will report to the Program Development and Grants Manager and will liaise closely with Mercy Corps Europe and Mercy Corps Global grants and compliance team members.
Essential Responsibilities
Safeguarding Responsibilities
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Grant Compliance:
- Act as the primary compliance focal point for the Mercy Corps Ukraine country office. This function entails serving as a resource for the Finance team, Program team, Operations team, HR team, and SMT, as part of the Program Development and Grants Management Team, in reviewing grant agreements and other compliance related documents, be available to answer and/or research compliance-related questions, and escalate issues, as needed, to the Program Development and Grants Manager.
- Provide risk-based enhanced compliance support for higher-value or higher-effort awards from proposal to close out including supporting the negotiation of award terms, supporting the resolution of compliance issues, and providing guidance on tracking compliance requirements.
- Perform periodic compliance monitoring of specific procedures or areas related to country operations.
- Travel to Mercy Corps Ukraine Offices to lead or assist with project- or location-specific compliance projects, including compliance training.
- Assist with audit responses related to compliance in coordination the Program Development and Grants Manager, Finance Manager, and relevant HQ colleagues.
- Organize workshop sessions for Ukraine country office staff on donor rules and regulations.
Program Management:
- Review donor agreements, including reviewing internal comments, summarizing issues, and reviewing/drafting response letter(s) to the donor, with support of the Program Development and Grants Manager and in coordination with HQ desk colleagues.
- Support the delivery of in-country regulations training or other startup activities for programs.
- Develop and assist Program Managers in managing program-specific compliance trackers.
- Advise on or assist in drafting compliance-related requests for approval to donors/funders of complex programs.
- Provide compliance assistance to program management and country teams with the design of innovative or new areas of program implementation to be compliant with donor regulations while achieving the desired outcomes.
- Attend program kick off, coordination, review and close-out meetings. As a part of this responsibility, maintain an in-depth knowledge of the program description, award terms, and current status of the program through review of relevant documents.
- Advise on or assist with kick off and close-out activities to ensure compliance with the award terms.

Accountability
Reports Directly To: Program Development and Grants Manager
Works Directly With: Country office personnel, including Country Finance Managers, Country Senior Management Team, and Program Managers; International Finance; Regional Program Team.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
- BA/S or equivalent experience in related field.
- Two to three years of progressive grant management experience in a medium to large international organization, including responsibility for grant management, compliance systems, and subaward administration is required.
- Knowledge of the rules and regulations governing the management of donor-funded awards is required, including USAID, ECHO, FCDO, SDC, and others.
- Effective verbal and written communication, analytical, organizational and prioritization skills as well as presentation skills are necessary.
- Employment overseas and experience working for an NGO with high levels of institutional donor funding is strongly preferred.
- Willingness to continually engage in professional development activities to ensure updated understanding of donor compliance requirements is necessary.
- Willingness and ability to travel throughout Ukraine is required.
- Fluency in English and Ukrainian is required.
Success Factors
The Grant Compliance Senior Officer will demonstrate significant experience with the regulations of Mercy Corps’ major donors. Proven ability to successfully communicate concepts, procedures and objectives and initiate and maintain positive and productive relationships with different departments of Mercy Corps and HQ. The ability to read, understand and interpret detailed award terms and conditions as well as maintain a detailed knowledge of the regulations will be a critical success factor. A high level of attention to detail in all aspects of his/her work is a necessity. The Grant Compliance Senior Officer must be able to conduct themselves with a high degree of integrity and objectivity while also working towards an overall objective of positively promoting compliance. Through significant experience with Mercy Corps’ major donors, the Grant Compliance Senior Officer will be able to advise and coach other Mercy Corps staff on how to respond to and/or negotiate with donors on regulations issues. The Grant Compliance Senior Officer must demonstrate the drive and initiative to contribute to internal team efforts.
