Public Health Care Consultant for USAID DOBRE Program/Консультант з питань громадського здоров”я в програму USAID DOBRE

Global Communities is seeking qualified Consultants the USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) project. This project is strengthening local governments in newly consolidated communities to effectively manage resources and services that respond to community priorities and improve citizen engagement and oversight in local governance. 

POSITION: Public Health Care Consultant(s) 
PERIOD OF PERFORMANCE: August 2021-February 2022 
PLACE OF PERFORMANCE: CCs located in Chernigivska and Zaporizhzhska oblasts 
LOE (Level of Effort) DAYS: up to 35 LOE days per СС, 1 field visit to each CC 

OBJECTIVE:

Decentralization Offering Better Results and Efficiency (DOBRE) Program is implemented by the international organization Global Communities, and funded by the United States Agency for International Development (USAID). The Program is working to enhance good local governance and create improved conditions for the development of consolidated communities (CCs), increase citizen engagement in decision-making, and ensure accountability and transparency in public administration.

In 2016 USAID DOBRE Program started operating in 7 target Oblasts: Dnipropetrovsk, Ivano-Frankivsk, Kharkiv, Kherson, Kirovohrad, Mykolayiv, and Ternopil (Cohort 1-3). Since June 2020, DOBRE Program has been operating in three more Oblasts: Zaporizhzhia, Chernivtsi, and Chernihiv (Cohort 4 CCs).

Currently, the USAID DOBRE Program assisting Cohort 4 CC with an elaboration of Service Delivery Improvement Plans (SDIPs). Based on strategies and findings of the citizen opinion survey Cohort 4 CCs selected priority services for improvement and created working groups (WG) from among representatives of СС. Nowadays, CCs elaborating mid- or long-term Service Delivery Improvement Plan and applications for the first priority SDIP project.

The Consultant(s) will work in those DOBRE partner communities who have defined the public health care as their priority service for improvement:

DOBRE plans to hire one or two consultants depending on the skill set to implement two tasks below.  One Consultant will assist communities with Task 1 providing consultations related to the Health Care Reform, planning of the public health care provision on the local level, assisting community with the legislative requirements for licensing of services, etc. Task 2, implemented by either the same consultant or additional technical expert, is related to the defining technical specifications of the equipment to be procured for improving health care services in community.

In particularly, under task 2 the consultant will work with community and DOBRE experts in order to clarify technical specification for equipment to be procured by community to fulfill its service delivery improvement plan goals.  The consultant will have to propose the best solution given the budget constraints and further use of the equipment in community. 

The Consultant(s) will work closely with SDIP  DOBRE consultants, established working groups in communities, municipal authorities, citizens, in coordination with DOBRE Kyiv staff.

The range of activity includes:

Task 1. To provide CC with the consultations on Health Care service arrangements including, but not limited:

  • Provide consultations on Health Care reform and existing legislation; 
  • Review current situation with Health Care service in community, vision of the service, goals and objectives, developed by Service Delivery Improvement Working Groups (WG), and provide recommendations how the CC can improve the service;
  • Provide recommendation on projects to be implemented and their prioritizing;
  • Assist community to develop ToR or specification for a priority SDIP project to be financed by DOBRE if needed.
  • Consultations on the process of getting license from Ministry of Health, and other organizational and legislation issues if needed.

LOE for Task1: 28 days per 7 CCs (4 days for each CC, 1 field visit to each community)

Task 2. Provide technical consultation during procurement process

  • Prepare narrative and technical requirements on the equipment needed for improvement of Health Care system in CCs.
  • Provide technical consultation to CCs and/or DOBRE staff on preparation tender documentation (if required).
  • Review bids and draw a conclusion on compliance proposals with the requirements of specification.

LOE for Task 2: 7 days

Total LOE for 7 CCs 35 days

Deliverables

In each assigned DOBRE partner community, the selected applicants will be expected to produce deliverable(s) related to the specific Task(s) described above:

  • Recommendation on Health Care service improvement in CCs
  • Recommendations on modern health care equipment if needed
  • Conclusion on compliance proposals with the requirements of specification if needed

Global Communities will select consultants on the basis of the following criteria:

  • General knowledge of health reform in Ukraine
  • Proven previous experience in providing consultancies on health reform
  • Experience in procurement of medical equipment for hospitals is preferred, but not required
  • Knowledge of strategic planning and approaches to sustainable service delivery
  • Moderation and facilitation skills
  • Experience in organizing and moderation of public meetings
  • Higher education in social sciences, communications, public health, or adjusted disciplines
  • Native Ukrainian (oral and written)
  • Experience in conducting online trainings (Zoom, MS Teams, Google docs and other online tools)
  • Experience in public opinions would be an advantage
  • Knowledge of English at the working level would be preferable, but not required
