International Development Group LLC (IDG) is a US based international development consulting firm that assists donors, governments, and the private sector to achieve sustainable, broad-based economic development and poverty reduction. International Development Group LLC is seeking qualified candidates for the role of Public Procurement Specialist for an upcoming 5-year USAID Ukraine Revenue and Expenditure Governance Reforms Operationalized (RevGRO) activity that is expected to be launch in October 2024. 

The purpose of the RevGRO activity is to promote fiscal resilience, transparency, and accountability by enhancing state revenue generation and financial management. The Activity will achieve this overarching aim by advancing three core objectives: (1) Increase national revenue mobilization through support to tax and customs policy, administration, and institutional reforms; (2) Strengthen public investment management, expenditure management, and audits in line with international standards; and (3) Enhance civic oversight and private sector engagement in fiscal policy.

The Public Procurement Specialist will be responsible for managing the provision of technical assistance and advisory services to support the Ministry of Economy, Ministry of Finance and other relevant GOU institutions to modernize the public procurement system and processes. This might include improving procurement planning and implementation in alignment with internationally recognized standards, promoting transparency and fair competition, and reforming public procurement policies and laws.

This position is full-time based in Kyiv. The actual period of performance of the position will be determined when the project is awarded by USAID.

Principal Duties and Responsibilities: 

• Provide technical direction for public procurement reforms.
• Analyze regional and national public procurement systems to identify gaps and areas for improvement.
• Provide public procurement training to Ukrainian counterparts.
• Support the Chief of Party with the reporting requirements for the project component(s) related to public procurement.
• Other duties as requested.

Qualifications:

• A minimum of 7 years of relevant professional experience required in the technical area of public procurement.
• Bachelor’s degree from a recognized university in economics, public administration, business administration, public policy and management, social sciences, or a related field. Advanced degree is preferred.
• Professional level of verbal and written fluency in English is required.
