Background
he Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE’s role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

Tasks and Responsibilities
Under the supervision of the Deputy Co-ordinator/Head, Environmental Activities, the Senior Environmental Affairs Adviser performs the following functions:
- Directing the work and managing the staff of the Environmental Co-operation Unit and providing guidance and support to the OSCE field operations in their activities related to environment and security;
- Identifying and developing regional and local environmental projects (project formulation including budget estimates) and activities; monitoring and expediting programme and project implementation through discussions and correspondence with counterparts in partner organizations, during field visits and analysis of project progress;
- Informing and responding to queries from and providing guidance to the Economic and Environmental Officers and other relevant field mission members on environmental aspects of security, partnership and funding opportunities and gender mainstreaming in environmental activities;
- Providing substantial policy advice to the OSCE and OCEEA Senior Management, OSCE Chairmanship and the Chair of the Environmental Committee on environmental issues;
- Writing briefing papers and reports, drafting environmental sections of speeches, and providing relevant contributions on current and future activities of the Environmental Co-operation Unit;
- Developing seminars, workshops, training courses and other activities to address the environmental dimension of security and overseeing their implementation, and ensuring gender mainstreaming in all environmental activities;
- Supporting OSCE’s participation in the Environment and Security (ENVSEC) Initiative through taking a primary role in the OSCE’s ENVSEC programme portfolio development, organizing ENVSEC co-ordination meetings and representing the OSCE in ENVSEC Secretariat meetings and regional co-ordination meetings;
- Co-ordinating the preparation of annual financial and narrative ENVSEC reportsand providing programmatic and strategic guidance and co-ordination for the management of the ENVSEC Trust Fund;
- Supporting the Deputy Co-ordinator/Head, Environmental Activities in establishing and maintaining contacts, at senior level, with officials of international organizations, sub-regional initiatives, NGOs, and OSCE delegations with a view to ensure synergies and complementarity;
- Supporting the Deputy Co-ordinator/Head, Environmental Activities in developing and implementing synergetic and OCEEA-wide activities, projects and processes;
- Contributing substantive input to the Economic and Environmental Forum Process and to the Economic and Environmental Dimension Implementation Meeting (EEDIM) and subsequent follow-up activities on issues related to environment and security;
- Performing other duties as required.
Necessary Qualifications
- Second-level university degree in Environmental Sciences, Geography, International Relations and/or Political Science; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
- A minimum of eight years of professional experience, some of it at international level;
- Work experience in project/programme development and management, team leadership and fund-raising; speech writing skills would be an important asset;
- In-depth understanding of and experience in security-related environmental issues;
- Experience in carrying out assessment and conceptualization;
- Professional fluency in the English language, including excellent written and oral communication skills; working knowledge of the Russian language would be an asset;
- Ability to operate Windows applications, including word processing and email.

Remuneration Package
We offer an attractive monthly remuneration of approximately EUR 7,383 depending on post adjustment and (your) family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme (including family dependants) and the OSCE Provident Fund.
Other allowances and benefits are similar to those offered under the United Nations Common System and include (if applicable) dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks’ annual vacation and home leave.
Appointments are made at step 1 of the applicable OSCE salary scale.
