Deloitte is seeking qualified candidates to serve as eHealth Capacity Building and Training Advisor in support of the USAID Health Reform Support.

Project Description

The purpose of the USAID Health Reform Support (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Responsibilities

• Identify IT staff capacity requirements for the SOE and reflect the requirements in job descriptions;  
• Design and conduct a training for health care providers on operating in the eHealth system and ensuring security of PII and confidential health information;
• Jointly with NHSU and SOE, select eHealth system modules for development and develop workplans and technical requirements for these modules according to the eHealth development roadmap and as agreed with the NHSU;
• Assess the integration of the eHealth system with external registries and provide recommendations to optimize integration;
• Analyze and validate requirements supported by draft work plans for integration of 3rd party systems with the eHealth central database.

 Requirements:

• At least 5-years of relevant work experience
• Work experience with Government
• General understanding of Ukraine’s health system changes will be preferred
• Any reform communication support experience will be preferred
• Excellent interpersonal communicational and organizational skills
• Strong oral and written skills in English and Ukrainian.
