For U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme we are looking for an Advisor on Capacity Development (full time, 100%) to work in Kyiv.

In the last few years, Ukraine has launched an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels of public administration and promotes capacity building (CD) at all levels. The Ministry of Regional Development, Construction, Housing and Municipal Services (MinRegion) is responsible for the overall implementation of this reform process. A Central Reform Office coordinates the implementation of the reform process in close cooperation with 24 Regional Centres of the Local Self Government Development Centre represented in all Ukrainian Oblasts. The Programme provides substantial support to the reform process on all governmental and administrative levels and to its harmonization with other national reforms.

The advisor will join the CD unit of the programme and will report to the CD unit team leader. The CD unit works closely with the MinRegion, other line ministries, public authorities and training institutions both in Ukraine and abroad to promote the decentralisation reform with a particular focus on CD in the public sector (e.g. training and other educational measures, training modules and curricula, training of trainers, knowledge exchange platforms, manuals and guidebooks, training institutions’ development, educational strategies). Thereby, the CD unit addresses the development of persons, institutions, networks, overall strategies and policies. As the programme’s structures are still in the process of establishment, the assignment offers distinct chances to co-shape strategies and projects. At the same time, it requires a high degree of flexibility to adapt to changing tasks and structures.

Key roles and responsibilities:

  • Identify CD needs and fields of activities
  • Develop overall CD strategies and concepts to address CD needs
  • Design CD roadmaps to implement the overall CD strategies
  • Identify CD partner institutions both in Ukraine and abroad, design implementation contracts and control their due operation
  • Establish CD networks at regional, national and international level
  • Develop and operate the programme’s CD activities monitoring and evaluation system
  • Control a pool of consultants at the regional and local level
  • Research and advise on CD issues
  • Draft CD reports, presentations etc.
  • Prepare CD workshops, study tours and networking events
  • Interpret during meetings etc. from Ukrainian to English and vice versa
  • Carry out overall organisational tasks and implement the programme’s knowledge and data management
  • Comply with GIZ rules and standards

Qualifications, experiences and skills:

  • Master’s or BA degree in a related area (e.g. public management, social sciences, organisational development, law)
  • At least 2 years (Masters’s degree) or 4 years (BA degree) relevant work experience (including project management), preferably with relation to public sector (at local, regional, national or international level) or in CD institutions
  • Comprehensive knowledge about CD strategies and CD stakeholder landscape (training institutions, academies, civil society organisations etc.) both in Ukraine and abroad
  • Work experience in an international environment is an asset
  • Strong organizational, planning and self-management competences
  • Ability to deal with multiple tasks simultaneously, solve problems, meet deadlines and maintain a high quality of work
  • Fluent Ukrainian and Russian; excellent command of English; knowledge of German is an asset
  • Excellent communication, networking and presentation skills
  • Proactive, innovative and hands-on attitude
  • High degree of loyalty, stress-resistance and motivation
  • Team player with excellent intercultural competences
  • Very good computer skills (e.g. MS Office Suite incl. Excel, Powerpoint)
  • Willingness for occasional business trips within Ukraine and abroad

Assignment:

The assignment starts as soon as possible. The contract duration is until the end of December 2019.
