Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professionals for the project “Promotion of Energy Efficiency and Implementation of the European Energy Efficiency Directive in Ukraine” to fill the position of the

Technical Advisor (full time, Kyiv)

(internal SAP code: Project Manager) 

In accordance with the objectives of the Paris Declaration on Improving the Effectiveness of External Assistance, to which Ukraine has acceded pursuant to Presidential Decree of 19 April 2007 № 325 “On Ukraine’s Accession to the Paris Declaration on Improving the Effectiveness of Foreign Aid”, the partner country undertakes to take the lead in coordinating international assistance and other resources for development at all levels during the dialogue with the donor countries.

In 2020, at the initiative of the Government of Ukraine, to improve the existing architecture of coordination of international technical assistance attraction, in order to identify and implement the key development priorities of Ukraine, a more coordinated system for cooperation between the Government of Ukraine and development partners was established, according to the Decree of the Government of Ukraine №153 dated 15th February 2022 On the Unified System of Attraction, Use, and Monitoring of International Technical Assistance (with amendments).

The project contributes to the Governmental endeavors in the establishing, and functioning of Sectoral Working Groups (SWGs) (and relevant Subgroups) in the energy efficiency sphere. SWGs aimed to conduct regular dialogue and coordination between central executive bodies and Development Partners in relevant areas of public policy and sectoral reforms.

The coordination between the Government of Ukraine and development partners is guided by the principles of mutual accountability, transparency, sustainability, and policy dialogue.

SWGs are formed in agreement with the Secretariat of the Cabinet of Ministers of Ukraine for the purpose of conducting regular dialogue with development partners to present priorities and results of activities aimed at carrying out reforms in relevant areas of state policy, coordination with partners for the development of joint areas of cooperation within the framework of current projects (programs) in the relevant direction, as well as discussion and coordination of areas of cooperation during the preparation of future projects (programs).

Co-chairs of SWGs are heads or deputy heads of state authorities in accordance with the subject of the working group, authorized persons of the Secretariat of the Cabinet of Ministers of Ukraine, and representatives of development partners. The organization and holding of meetings of sectoral (intersectoral) working groups is provided by the state authority in accordance with the working group’s subject together with development partners (upon agreement). Meetings of SWGs are held with the participation of representatives of the Secretariat of the Cabinet of Ministers of Ukraine, and state authorities.

If necessary, SWGs may form subgroups for cooperation in separate directions. The body of state power, in accordance with the subject of the working group, if necessary, develops and approves the procedure for the work of the sectoral (intersectoral) working group, and subgroups within such a group. 

Responsibilities:

  • achieving project objectives and outputs regarding donors’ coordination.
  • implementing daily operational aspects of all issues related to the functioning of the Sectoral Working Groups (SWGs) (and relevant Subgroups) in the energy efficiency sphere (within the scope of the project).
  • regular update of the contact list of governmental and development partners in the energy efficiency sphere.
  • preparation and organization of SWGs (and Subgroups) meetings due to regulations and working plan, which is to be developed and updated on a regular basis.
  • developing support documentation of SWGs activities (incl. but not limited to planning, monitoring, reporting documents, official documentation and letters, announcements, statements, minutes/protocols, recommendations, etc.).
  • on a daily basis, staying in touch with partner organizations and making an update on their activities related to the energy efficiency sphere.
  • providing support to Ministries and competent authorities in conducting events and documentation that are dealing with energy efficiency (incl. Buildings) and district heating issues, etc.
  • developing and supporting discussion and approval of the procedure for the SWGs work with the relevant national authority/es.
  • being the first contact person for the national authorities, and development partners regarding the donors coordination in the energy efficiency sphere.
  • technical and organizational management and support of all (including international) experts within the activities provided.
  • maintaining a good flow of communication and information between all involved institutions and counterparts and GIZ.
  • identifying further activities of donor coordination measures and ensuring their implementation.
  • keeps the project updated on the amendments, updates, and changes in the donors coordination system in Ukraine, incl. but not limited functioning of relevant divisions in the Secretariat of the Cabinet of Ministers of Ukraine, relevant divisions in ministries and other authorities, changes of donors institutions and their projects of the technical assistance, changes in the national frameworks related to donors coordination, etc.
  • support the team with other components and other outputs. 

Tasks:

  • coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing activities related to donors coordination.
  • ensures following the rules and procedures of GIZ in the process of concluding, implementing, monitoring and reporting.
  • organizes the work (administratively and technically) of national and international advisers and consultants in carrying out their work in supporting of project activities related to donors coordination.
  • assists the project with all organizational and management issues.
  • participates in formulating project action plans.
  • ensures the compliance of the regional partners with GIZ policies and with agreed tasks and contributions; supports the implementation of the agreed tasks by supporting the partners (operational plans).
  • participates in identifying needs for external support and advice.
  • formulates draft terms of reference and selects and supervises third parties in the course of carrying out project activities.
  • deals with the design, preparation, and implementation of workshops, seminars, and other events on issues related to the project’s area of activity.
  • develops and organizes quality assurance measures and suggests necessary changes, improvements, and initiatives.
  • is responsible for seeing that the services provided by the consultants are aligned with the partners’ needs.
  • ensures cooperation, regular contact and dialogue with partners; cooperates with national and international relevant organisations, non-governmental agencies in the project environment and with other projects to improve and maintain good working relationships.
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project.
  • provides technical assistance to local and international experts.
  • business trips (abroad) and to various regions within Ukraine are to be expected when the situation in Ukraine allows it for security reasons, in accordance with project requirements and security rules.
  • ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between through analyses of the media, direct dialogue, participation in meetings and seminars etc.
  • draws up reports and presentation documents, and present them.
  • formulates appropriate input for various project reports including annual reports, and contributes to the other reports required by the project director, Energy and Climate Cluster, and GIZ Head Office.
  • assists with research activities and studies which benefit joint programmes.
  • performs other duties and tasks at the request of the superior.

Required qualifications and experience:

  • Master’s degree in a field related to international cooperation, management, economics, public administration.
  • at least 3 years of professional experience in implementing technical assistance projects within donor community.
  • at least 5 years of experience in program/project coordination.
  • at least 5 years of professional experience in an international organization, preferably in technical assistance projects.
  • proven experience in communication with international partners and technical assistance projects, national authorities, supervising or supporting grants (subsidies) implementation.
  • outstanding working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, MS Teams).
  • full working-level command of Ukrainian and English. German knowledge is an asset.
  • understanding of the basic principles of the system of the international technical and donor assistance.
  • strong self-organization skills and goal orientation combined with a high level of frustration tolerance.
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Employment conditions:
