Deloitte is seeking resumes for qualified candidates to serve as Legal Advisers for the USAID Health Reform Support project. 

Role: Legal Adviser
Period of performance: 01/10/2024 – 31/03/2025

Project Description

The purpose of USAID Health Reform Support (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:

  • Improve health sector governance.
  • Support the transformation of the healthcare financing model.
  • Strengthen the health workforce.
  • Enhance transparency, accountability and responsiveness of the health care system.
  • Improve service delivery system at all levels.

HRS provides support to the Government of Ukraine and regional/local authorities in planning and implementing recovery and restoration activities, focusing on healthcare facility network recovery and transformation and strengthening healthcare services to address the special needs of people affected by the war.

Background/Objective

Under the direction of the Head of the Health Recovery Project Office (RPO) at the Ministry of Health of Ukraine (MOH) and the supervision of the Healthcare Recovery and Restoration Manager, the Legal Adviser will provide guidance to the MOH and regional authorities on policies, regulations, and legislation related to the planning and implementation of recovery and restoration activities in the health sector.

Responsibilities

Duties and responsibilities will include, but will not be limited to:

  • Analyze the regulatory framework for the health sector, focusing on reform, recovery, and restoration. Provide input and technical expertise to support its improvement.
  • Contribute to the development of policy briefs, with a focus on health sector recovery, restoration, reform, and public-private partnerships.
  • Assist the Ministry of Health (MOH) in the development of policy and regulatory documents, international agreements, and memoranda of understanding. Coordinate and communicate with relevant partners to facilitate the official adoption of these documents.
  • Provide guidance and legal support to healthcare facilities and regional health administrations in the development and implementation of health recovery and restoration investment projects.
  • Develop technical documents, such as guidelines, analytical notes, and training materials, related to health recovery and restoration investment projects.
  • Offer additional legal support as requested by the Health Reform Support (HRS).

Work Location & Travel

The Legal Adviser will be based in Kyiv and co-located with the MOH. No travel is anticipated.

Requirements

  • Master’s Degree in Law.
  • At least three years of proven experience as a lawyer, including experience in drafting laws and supporting regulations.
  • Strong knowledge of policy and regulatory development processes.
  • Familiarity with Ukraine’s health system and reform concepts is an asset.
  • Experience in the health sector, public sector, or international development and technical assistance projects is an asset.
  • Proven experience providing legal guidance and technical support to decision-makers.
  • Excellent written and verbal communication skills, with the ability to use diplomatic and tactful language, even in stressful and time-sensitive situations.
  • Strong ability to work effectively in a team environment.
  • Exceptional planning and time management skills, with the ability to meet deadlines.
  • Fluency in Ukrainian; a professional level of English is an asset.
  • Ability to work outside of standard business hours as needed.

 Reporting Requirements:

The Legal Adviser will report to the Head of the RPO and provide regular progress updates to the Healthcare Recovery and Restoration Manager.

Reporting Requirements

The Administrative Officer will provide updates on the progress of services to the Healthcare Recovery and Restoration Manager.
