Activity Background

FHI 360 is seeking applications for a Monitoring, Evaluation and Learning (MEL) Advisor for the forthcoming Ukraine Mental Health Initiative. USAID plans to provide up to $100 million over a five-year period. The primary goal of the activity is to contribute to Ukraine’s economic resilience by establishing an evidence-informed, inclusive mental health ecosystem. This mental health framework will be fully integrated across various sectors and programs. By promoting mental wellness, the program seeks to enhance productivity, resilience, and social cohesion, thus fostering sustainable economic development and growth in Ukraine.

The position will be based in Kyiv, Ukraine. Ukrainian nationals are strongly encouraged to apply.

Employment depends on successful project award to FHI 360 and subsequent approval of the candidate by USAID.

Position Description

The MEL Advisor will be responsible for leading, guiding, and overseeing all M&E efforts for the Mental Health Initiative. They will lead the development and management of project’s overall monitoring, evaluation and learning (MEL) system including indicators, baseline data, data collection plan, targets, and a plan to evaluate performance, produce timely, accurate and complete reporting. The MEL Advisor will collaborate with and oversees any sub-grantees to provide feedback on data collection and indicators; analyzes data reported; and support training of MEL personnel in quality assurance methods. The MEL Advisor will also collaborate with the program team to design operations research to support learning, evaluation, and planning, and oversee the implementation, analysis, dissemination, and use of research products. Additionally, the MEL Advisor will share MEL data and plans and collaborate with staff and stakeholders on strategies for program improvements for greater program effects. The MEL Advisor will supervise MEL support staff for this activity.

Essential Job Functions/Responsibilities

• Designs and oversees the monitoring, evaluation, and learning activities of the project; leads the design, development, planning, annual revisions, and implementation of the MEL plan and project evaluation activities, including the development and dissemination of tools, materials, reports, papers, and intervention-linked research.

• Develops systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements.

• Works closely with the technical team to co-design monitoring tools, select indicators, and determine field monitoring responsibilities.

• Coordinates the project’s Collaborating, Learning, Adapting (CLA).

• Ensures tool compatibility and coordination within the MEL framework, Ukraine mental health strategy, are in line with USAID’s Collaboration, Learning, and Adapting (CLA) principles, and that real-time monitoring and learning is integrated back into strategy and implementation and consistency with national and donor requirements.

• Leads the development of the project learning agenda with key stakeholders to generate evidence to guide adaptation of current activity and design of future interventions in mental health system recovery and resilience, and lead operationalization of the agenda and dissemination of findings.

• Leads the design and operation of any of the program’s conflict-sensitive activity monitoring, evaluation, and learning to include “alternative”/remote monitoring MEL systems which may be necessary due to the potential changing environment.

• Integrates participatory MEL methods for promoting local ownership and sustainability; and ensure inclusive and gender-sensitive MEL.

• Strengthen the MEL capacity of partners and program staff, and improving alignment and support to host-country MEL systems.

• Undertakes periodic reviews of program and/or country MEL systems, and participates in planning MEL system strengthening actions including standardization across sub grantees.

• Provides ongoing oversight and technical assistance to consortium partners in implementing monitoring and evaluation system, ensuring data and analysis are of high quality.

• Coordinates knowledge sharing with the technical team and provides guidance on information systems for quality assurance, as well as best practices for documentation and reporting.

• Oversee and coordinates data collection activities to ensures timely submission of datasets and other relevant reports and data to USAID knowledge management systems.

• Provides high quality and timely submission of all required project reports, including documentation of success stories, analysis of data for indicator calculation, summary of qualitative findings, etc.

• Oversees the publication and dissemination of information on successful and promising approaches, lessons learned, and other program results to government counterparts, donors, program partners, and other key stakeholders.

• Performs other duties and responsibilities as required.

Required Qualifications

• Master’s degree in evaluation, demography, social science, economics, or other relevant discipline.

• At least 12 years years of experience related to monitoring, evaluating, and reporting on social-sector programs required; at least 5 years of MEL experience in mental health systems/public health systems preferred.

• Experience and understanding of connection between mental health and economics is preferrable.

• Experience in design, integrating social inclusion and implementation of MEL systems with USAID-funded projects preferred.

• Demonstrated knowledge of United States Government/USAID rules, regulations, policies, and procedures as they relate to project compliance and reporting.

• Experience with Collaborating, Learning and Adapting (CLA) Frameworks and related data utilization.

• Demonstrated expertise in rigorous quantitative and qualitative methods, research, management information systems, reporting, data quality analysis and data analysis.

• Proven ability to develop relationships and coordinate with government officials, private sector, civil society, and non-governmental organizations.

• Solid report writing, analytical, and communication skills, including oral presentation skills; ability to articulate technical information clearly and effectively to both technical and non-technical audiences.

• Solid facilitation skills for training enumerators, counterparts and project and partner staff; additional experience M&E capacity strengthening of local partners preferred.

• Ability to collaborate effectively with program staff and supervise and develop junior staff.

• Experience in the mental health systems sector Ukraine or the region strongly preferred.

• Previous experience of serving as MEL Advisor for USAID effort is preferred.

• Strong skills using MS Excel Word, PowerPoint, and Access, and at least one data management software program (SAS, SPSS, Epi Info, Atlas) and experience training others in its use is highly desirable.

• Must be able to work with multi-disciplinary teams.

• Verbal fluency and written fluency in English required; working knowledge of Ukrainian is strongly preferred.
