The Program Summary
Mercy Corps’ Ukraine response meets the humanitarian needs of people affected by the war in Ukraine. Since the escalation of the war in 2022, Mercy Corps has supported more than 750,000 conflict-affected people in Ukraine and neighboring countries. We have provided cash assistance, food and hygiene kits, and psychosocial support for people in emergency situations; grants for micro, small and medium businesses, as well as small to medium farming enterprises; and conducted large-scale information campaigns. Notably, nearly all our programming is delivered in partnership with civil society organizations matching humanitarian action with capacity strengthening and a real commitment to localization.
With continued attacks on critical infrastructure and regular power disruptions, localized solutions to ensure sustainable, reliable and affordable access to energy are increasingly important, both to meet humanitarian needs, as well as to support the recovery of Ukraine.
The Position
The Advisor, Energy Access focuses on supporting energy access and low carbon development programming in Ukraine. This involves ensuring that our programs provide communities with the resources they need to cope with and adapt to the crises resulting from conflicts and climate change, as well as accelerating a recovery that fosters equitable economic growth through the provision of sustainable, reliable and affordable energy.
The Advisor will provide strong technical advice and training in areas related to access to energy and low carbon development, including: assessments; strategy development; program design and development; program quality; network and representation at key sector forums; and lead strategic partnerships and contribute to strategic discussions (internally and externally.
Together with Mercy Corps program teams, the Advisor will help to design new initiatives and programs; develop competitive proposals for submission to donors; lead engagements with program partners and reinforce stakeholder communication, including with senior leadership and policy advocates; ensure that programs are meeting high standards for technical quality; advise on monitoring tools; support program start-up; support project documentation; recommend opportunities for research and evidence building to broaden impact; and play an active role in disseminating lessons learned.
Essential Responsibilities

- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.

- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
STRATEGY DEVELOPMENT
- Work with Mercy Corps Ukraine leadership to align access to energy work with the country program strategy and identify new opportunities for strategic partnerships that provide proof points for private business, governments, and multinationals to deliver the largest possible economic, social and environmental impacts and co-benefits.
- Support Mercy Corps Ukraine team to design and implement strategies which help achieve commitments made by host countries, institutional and multilateral institutions.
- Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
- Identify opportunities for integration and synergy for programming within the strategy and the wider program portfolio.
PARTNERSHIPS AND TECHNICAL INFLUENCE
- Act as Ukraine leader for the energy sector by keeping up to date with the key actors and funding in this rapidly evolving sector and communicate/ adjust strategy with respective technical teams.
- Support the cross-sharing and integration of best practices, tools, procedures across regional, country, and technical teams.
- Build Mercy Corps’ reputation as a critical influencer in access to energy and low carbon development and grow our external visibility on relevant technical areas and lead external representation efforts.
- Capture and disseminate insights from Mercy Corps programming for internal and external communications.
- Develop and maintain productive relationships with internal and external constituents such as private partners, local NGOs and civil society organizations and academic institutions.
- Understand donor pool and contribute to shaping donor views on approaches to access to energy and low carbon development.
- Author, co-author and/or peer review program knowledge products (e.g., reports, briefs, data products, tools, blog, best practices guides/checklists) as needed.
PROGRAM DESIGN, IMPLEMENTATION, INTERNAL KNOWLEDGE AND CAPACITY BUILDING
- Contribute to new business and proposal development opportunities, leading the technical design and proposal writing.
- Provide technical assistance to program teams and partners, including through partnerships with:
- Firms with expertise on economic modeling analysis, payment for ecosystem services, climate finance, and satellite imagery analysis
- Investment funds, agricultural and energy finance players and service providers, social enterprises
- Engage with Mercy Corps’ MEL team on data collection processes/systems. Help develop targets for economic, social and environmental co-benefits.
- Support program implementation and expansion activities, including program start-up support, inception workshops, partner coordination, pilots, and regional training workshops.
- Conduct field visits to prepare for and manage pilots, capacity building efforts.

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
- Masters or equivalent in a field related to renewable energy, environmental science, natural resources management, climate studies, city planning, financial services, economics, socio-economic development or business administration;
- At least 5-7 years of full-time work experience in a relevant field. At least 3 years of program implementation and program management experience are preferred;
- Understanding of business development, program development and implementation, and monitoring and evaluation. Familiarity with the renewable energy, access to energy and renewable energy financing sector in Ukraine, with an understanding of key private sector players, donors, regulatory bodies, financiers and government actors;
- Proven track record of successful business development including representing organizations at senior level fora and platforms, leading donor engagement and providing high level technical input to proposals and project concept documents;
- Strong technical knowledge of energy access, energy efficiency, climate finance, and natural resource management policy and business models;
- Strong networking and partnerships management skills;
- Fluency in English is required;
- Strong writing and analytic skills required, with a track record of successful writing/analysis on proposal or grant development preferred;
- Willingness and ability to travel across Ukraine;
- Demonstrated flexibility and creativity in planning and problem solving;
- Computer literacy and capacity to work with MS Office applications required.
Success Factors
The successful Advisor will be a strong relationship manager skilled at working across teams to achieve results. S/he/they will be conscientious, with an excellent sense of judgment and commitment to integrity. S/he/they will demonstrate effective verbal and written communication, multi-tasking, organizational, and prioritization skills. Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members is required. The successful Advisor will have a sincere interest in seeing big picture trends through various systems lenses and roll up his/her /their sleeves to put theory into practice. S/he/they will have interest and ability to travel and work in remote environments and awareness of and sensitivity to multicultural international development/humanitarian work. Finally, s/he/they will have an ability to train and facilitate dialogue among a diverse group of individuals with various skill sets and working styles through innovative capacity building and facilitative techniques.
