DAI is seeking highly qualified candidates to occupy LTTA Corporate Governance Advisor  position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

PROJECT BACKGROUND 

The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:

Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;

Strengthen anti-corruption compliance and control in local governance;

Advance transparency and accountability in resilience, recovery, and reconstruction efforts.

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

Position Description 

The Corporate Governance Advisor will lead activities of the project in assisting Ukraine to implement international standards and best practices of corporate and integrity and anti-corruption standards in state-owned enterprises (SOEs). S/he will work with the Ministry of Economy (MOE), the State Property Fund of Ukraine (SPFU) and Ministry of Communities, Territories, and Infrastructure Development (MCTID) and other relevant agencies, assisting them in improving the corporate governance and integrity regulatory framework for SOEs, and also in the implementation and institutionalization of effective standards of corporate governance and integrity. 

Key Duties & Responsibilities 

  • Support anti-corruption and good governance policy reforms linked to Ukraine’s EU and OECD integration and Ukraine’s National Anti-Corruption Strategy for 2022-2025 focusing on corporate governance and integrity of state-owned enterprises (SOE).
  • Lead efforts to assist Ukraine in implementing international standards and best practices for corporate governance and integrity in in SOEs, including the OECD Recommendation on Principles of Corporate Governance and the Integrity Framework for Public Infrastructure.
  • Contribute for improving corporate governance legislation and regulatory framework in Ukraine.
  • Lead corporate governance and anti-corruption compliance assessment activities of strategic and corruption-prone SOE and the development and implementation of improvement plans.
  • Lead efforts on developing or improving and institutionalizing corporate governance and integrity assessment and management tools.
  • Facilitate exchange of experience and lessons learned among SOEs on developing and implementing corporate governance and integrity and anti-corruption policies and standards.
  • Provide technical input to the completion and launching of the new State Property Registry.
  • Provide technical oversight of the performance of the project grantees, sub-contractors, and consultants to ensure timely and quality implementation of the activities in line with project objectives and standards.
  • Work with designated team members to build cooperation with civil society organizations, think-tanks, investigative journalist teams and media and supervise grant activities that fall under the scope of this position. Assist grantees with conceptualization of activities, supervise quality of grant activity delivery (quality assurance) and build capacity of grantees in technical areas as falling under this position’s mandate.
  • Contribute to developing project deliverables and reports including but not limited to project work plan, performance reports, project fact sheets, success stories and other deliverables and reports when required.
  • Other responsibilities as assigned by the project leadership.

Qualifications 

  • A bachelor’s degree, preferably in a relevant field of study, such as business administration, law, public administration, or public policy, is required.
  • A minimum of eight (8) years of relevant professional experience, including business administration, public policy, public administration, public anti-corruption activity or other relevant areas.
  • Demonstrated knowledge of the status and issues of corporate governance and integrity of SOEs in Ukraine.
  • Demonstrated knowledge of Ukraine legal and regulatory corporate governance and anti-corruption legislation framework and their application for SOEs.
  • Experience working with the Ministry of Economy, the State Property Fund and the Ministry of Communities, Territories, and Infrastructure Development (MCTID) as well as with SOEs on corporate governance and integrity issues strongly preferred.
  • Knowledge of international best practices of corporate governance and integrity standards of SOE and private sector including the OECD Recommendation on Principles of Corporate Governance and the Integrity Framework for Public Infrastructure.
  • Familiarity with and experience working on or in collaboration with USAID- or other international donor-funded development activities in Ukraine preferred.
  • Strong analytical and interpersonal communication skills, and an ability to work effectively within a diverse, multicultural team of staff, partners, and stakeholders.
  • Proficiency with MS Office applications, such as Outlook, Excel, PowerPoint, and Word.
  • Fluency in Ukrainian with excellent oral and written communication skills required; professional proficiency reading, writing, and speaking English preferred.
