For U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme we are looking for an Advisors on Capacity Development (full time, 100%) to work in Dnipro and Poltava.

In the last few years, Ukraine has launched an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels of public administration and promotes their institutional capacity building. The Ministry of Regional Development, Construction, Housing and Municipal Services (MinRegion) is responsible for the overall implementation of this reform process. A Central Reform Office coordinates the implementation of the reform process in close cooperation with 24 Regional Centres represented in all Ukrainian Oblasts. With its main office in Kyiv and its four Regional Hubs in Chernivtsi, Dnipro, Lviv and Poltava the U-LEAD programme provides substantial support to the reform process on all governmental and administrative levels and to its harmonisation with other national reforms. The U-LEAD programme’s unit on capacity development (CD) works closely with the MinRegion, other line ministries, public authorities and training institutions both in Ukraine and abroad to promote the decentralisation reform with a particular focus on building and enhancing capacities. Thereby, the CD unit addresses the development of persons, institutions, networks, overall strategies and policies.

For our Regional Hubs in Dnipro and Poltava we are looking for Advisors on CD. The Regional Hub work closely with their Regional Centres, local authorities (regional/district administrations, local self-government bodies) and other stakeholders to ensure the achievement of the program objectives at local/regional level. The advisor will be the Regional Hub’s specialist for CD issues.

Key roles and responsibilities:

With a special focus on local and regional public authorities in Regional Hubs’ area, the Advisors will

  • Identify CD needs
  • Design and support CD activities, like workshops, study tours and networking events, also with implementing contractors
  • Keep in touch with local and regional CD stakeholders (academies, trainers, NGOs, donors etc.)
  • Develop CD networks, also at national and international level
  • Support the due operation of partnership agreements between local/regional and foreign CD institutions
  • Research and advise on CD issues (measures, methods etc.)
  • Ensure the smooth communication and close cooperation in CD issues between the CD unit, the Regional Hub and other relevant U-LEAD units
  • Support local events and activities organized by the Regional Hub (preparation, participation, organizational support, reporting, etc)
  • Support the Hub Manager in inner Hub processes and perform other duties and tasks at the request of Hub manager if not in conflict with CD unit priorities
  • Contribute to the monitoring & evaluation system
  • Contribute to the overall organisational tasks and the programme’s knowledge and data management
  • Comply with GIZ rules and standards

Qualifications, experiences and skills:

  • University degree in a related area (e.g. public management, social sciences, organisational development, law)
  • At least 3 years relevant work experience in the public sector (at local, regional, national or international level) or in training institutions
  • Strong (self-)management, organisational and planning competences, ability to deal with multiple tasks simultaneously, solve problems, meet deadlines and maintain a high quality of work
  • Good knowledge about CD issues and the CD stakeholder landscape (training institutions, academies, civil society organisations etc.) and general decentralisation matters specifically in the Poltava Regional Hub’s area, but also in Ukraine and abroad
  • Work experience in an international environment is an asset
  • Fluent Ukrainian; excellent command of English; knowledge of German is an asset
  • Excellent communication, networking and presentation skills
  • Proactive, flexible, innovative and hands-on attitude
  • High degree of loyalty, self-organisation, stress-resistance and motivation
  • Team player with excellent intercultural competences
  • Very good computer skills (e.g. MS Office Suite incl. Excel, Powerpoint)
  • Willingness to travel and carry out project activities in the Hub’s area and occasionally in other parts of Ukraine and abroad

Assignment:

As the programme’s structures are still in the process of establishment, the assignment offers distinct chances to co-shape strategies and projects. At the same time, it requires a high degree of flexibility to adapt to changing tasks and structures.
