Deloitte is seeking qualified candidates for the open position of Recovery and Restoration Manager in support of the USAID Health Reform Support project. This position is based in Kyiv.

Project Description
The purpose of the USAID Health Reform Support project (HRS) is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Position Summary
The Recovery and Restoration Manager (RRM) will provide project management support to the development and implementation of recovery and restoration activities across the project team. The HRRM will coordinate this support across the five (5) core component teams. The HRRM will manage a team of technical experts supporting recovery activities and region coordination in the Recovery Project Office (RPO). This will include direct oversight of grantees and project personnel embedded with the RPO. The RRM will provide project management expertise to the Deputy Minister, Ministry of Health (MOH), MOH Directorate staff and local authorities.
Tasks and Responsibilities
Duties and responsibilities will include, but will not be limited to:
- Managing the coordination of all stakeholders’ activities supporting the reconstruction and rehabilitation of health care facilities, and development of a capable hospital network;
- Providing support to MOH and local authorities in planning and implementing regional recovery activities in the focal regions;
- Providing assistance to the MOH and regional authorities in hospital network transformation following the National RADA decree 2347;
- Supporting regional authorities in implementing the capable hospital networks in 3 focal regions;
- Monitoring project activities and managing technical expert team and Regional Coordinators to ensure goals are met;
- Meeting with stakeholders to discuss program status and goals;
- Developing project work plans by defining tasks, setting deadlines, assigning responsibilities, and procuring resources;
- Performing other tasks related to the Recovery Plan implementation, as needed.
- Coordinating with Objective Leads and stakeholders to set project scope including goals, objectives, milestones, deliverables and obtaining MOH support;
- Providing technical guidance and monitoring of grantees;
- Follow deadlines and regularly communicate with HRS team on current projects and timeline status;
- Support the management of international donor engagement; and
- Other responsibilities as assigned by supervisor or project leadership.
Requirements/Qualifications
- Bachelor’s degree in required; degrees in Public Policy or Health, Healthcare Administration, or related field preferred;
- Five (5) years or more of proven work experience managing complex development projects, including supervising large teams; experience with managing grantees and/or working in a healthcare setting is preferred;
- Strong communication, technical writing, and presentation skills, especially as they relate to articulating complex concepts clearly;
- Excellent interpersonal skills and be able to interface professionally with high level officials, internal staff, external customers and vendors;
- Strong computation and analytical skills, as well as the ability to work effectively both independently and as part of a team;
- Experience managing multiple concurrent projects/work streams management of teams in a cross-functional structure;
- Experience working with governmental entities;
- Strong organizational and coordination skills and proven experience in coordination efforts of different stakeholders; and
- Must be willing to work flexible hours.
Reporting Requirements
The Recovery and Restoration Manager will report to the Strategic Health Policy Advisor.
