Background
Swiss-Ukrainian project «Ukraine’s Cohesion & Regional Development», UCORD, is implemented via the Swiss Agency for Development and Cooperation by NIRAS Sweden AB.
UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytska, Sumska, Ternopilska, Vinnytska, Odesa and Volyn oblasts as the starting points, targeting capacity development and awareness-raising initiatives spread throughout the country. UCORD consists of three components:
Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.
Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.
The following tasks are envisaged:
- Under the supervision of Project Leader and Component 3 Lead, support national and regional dialogues to facilitate the integration of culture into development policies at all levels as a driver and enabler for social cohesion and democratic governance
- Ensure liaison of UCORD with respective stakeholders at the national and regional levels, including RDAs in the pilot oblasts in the area of culture and social cohesion
- Facilitate linkages, establish and maintain positive relationships with project implementers, NGOs, hromadas and private sector at regional and local levels in the pilot oblasts
- Facilitate coordination between RDAs and new eco system enablers including the Ukrainian Cultural Foundation, Ukrainian Book Institute, State Agency for Tourism Development of Ukraine, development partners and businesses to promote cultural and touristic magnets for regional growth
- Provide assistance and capacity building support to partner institutions at the national, regional and local levels, ensuring sustainability, effective upscaling and dissemination of project results
- Carry out constant monitoring of the national and regional contexts, identifying new development opportunities that can be covered by the project to amplify the project impact
- Provide daily support to project implementation partners, including cultural grants partners to ensure that the project activities are conducted properly and in a transparent manner
- Provide support to regional and local project partners regarding their reporting responsibilities to the UCORD
- Arrange and facilitate UCORD visits to the pilot oblasts, as per the UCORD tasks and activities, as well as SDC missions as relevant. Compile respective agendas of the visits
- Assist and advise partners in the pilot oblasts to develop proposals for projects, feasibility studies, baseline studies and other relevant activities for social cohesion, CCI development and clustering
- Promote and facilitate the mainstreaming of transversal themes within UCORD activities
- Assist in identifying capacity development needs at RDAs and other regional/local stakeholders, and facilitate the provision of the necessary training and capacity development activities, as required
- Provide hands-on training and mentoring to RDA staff
- Participate in analysis, needs-assessment, planning, and monitoring activities at the regional level
- Conduct monitoring of progress and achievement of planned outputs and outcomes in line with the result framework
- Provide other services of relevance for the implementation, as stated in the Project Document
Candidate Qualifications
Education & Knowledge:
- Bachelor’s degree in a relevant field of study related to culture, sociology, economics or reginal development.
- A thorough understanding of national legislation, strategies, programs & plans in culture and/or regional development;
Experience:
- Minimum of 2 years of professional experience in culture and/or regional development or ITA projects.
- Proven experience working with national and/or regional, and/or local authorities, private sector entities, civil society, and/or academia.
- Experience in preparing analytical materials, reports, drafting conceptual documents, procedures, information notes, briefs, and presentation materials.
- Experience in holding events and capacity-building actions
Skills:
- Excellent networking, stakeholder engagement and communication

- Strong analytical skills and strategic thinking
- Strong organizational and management skills
- Proficient in monitoring
- Fluency in Ukrainian and English (B2 and higher)
- Mastery of software products MS Office, Excel, PowerPoint
The role requires full-time, on-site presence at our Kyiv office; remote work is not available
