The Security Information and Operations Centre (SIOC) of the United Nations Department of Safety and Security (UNDSS) has been established to support United Nations Security Management System (UNSMS) security personnel and personnel at large as the central security information and communications hub in Ukraine 24 hours a day, 7 days a week. The SIOC aims to develop security awareness, identify known and anticipated security threats, analyse such threats in a timely manner, develop recommendations on a variety of security measures and procedures, and provide operational security support to enable organizations to fulfil their mandates ensuring, at the same time, the safety and security of its personnel, premises and assets of UNSMS organizations in Ukraine. 

Although the positions are part of UNDSS Ukraine, they are locally administered by UNDP. The positions are not funded by UNDSS but through the locally cost shared budget or from an extra budgetary fund. The contract may be extended subject to availability of funds, satisfactory performance and continuing operational need for the post.

Under the supervision the Security Information Analyst (SIA) and the overall guidance of the Chief Security Information and Operations Center (C/SIOC), the Research and Reporting Associate maintains the situational awareness of the security situation in Ukraine and assists in the production of reports and analytical documents.

Duties and Responsibilities

Responsibilities: 

Within limits of delegated authority, the Research and Reporting Associate may be responsible for the following duties but not limited to: 

  1. Assists the SIA/CSIOC/PSA in collecting, updating, and communicating information regarding the security situation in Ukraine and at regional level:
  • Maintains a solid understanding of unfolding developments/events through monitoring, acquisition, examination and collation of information from multiple sources; 
  • Monitors mainstream open sources and informs of possible threats to UNSMS personnel and other unfolding events that may have an impact on the security situation in Ukraine 
  • Monitors developments at regional level and informs SIA about events that may impact the conflict in Ukraine 
  • Attend meetings on various topics and takes notes
  • Stores the information and ensures it is easily accessible and can be retrieved in a timely manner;

     2. Assists in research and analysis: 

  • Conducts in-depth research on various topics to support analytical documents; 
  • Summarises reports and synthesises information that will be further used in reporting and analytical documents; 
  • Produces maps and charts; 
  • Contributes to the drafting of reports, briefings and situation updates; 

    3. Contributes to the drafting of daily situation reports and other reporting products. 

    4. Prepares security briefings and/or presentations, as required.

    5. Closely collaborates with colleagues in the SIOC 24/7 Operations Centre to ensure quality acquisition of information and accurate situational awareness. 

    6. Closely collaborates with the information management team; assists in validating information and ensures that data stored in existing databases are consistent and accurate. 

    7. Attends relevant meetings and takes minutes and/or notes.

    8. Performs other duties as assigned.

Work implies frequent interaction with the following

  • Local officials, security establishments/services and law enforcement personnel 
  • Field Security Coordination Officers in multiple locations of the Department of Safety and Security (DSS) 
  • UN Security Management Team 
  • Security personnel of UN Security Management System (UNSMS) across Ukraine 
  • UN personnel and eligible dependents

Required Skills and Experience
 
Education:
  • Bachelor’s degree in security management, business administration, law, information technology, management, social sciences or related field is required.
Experience:
  • Minimum three years of relevant experience in international relations, research, journalism, political affairs, security (reporting and analysis), military (reporting and analysis), monitoring and evaluation or related fields are required.
  • Solid computer skills (MS Word, Excel, and PowerPoint, etc.) are required.
  • Prior experience in drafting reports and conducting research is required.
  • Prior experience with the UN system or an international NGO is desirable.

Language Requirements:

  • Fluency in English and Ukrainian are required.
  • Knowledge of Russian is desirable.
