Description of Consultancy 

EnCompass LLC is implementing the seven-year United States Agency for International Development (USAID) Ukraine Monitoring and Learning Support Contract (UMLSC), providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts.  

Under UMLSС, EnCompass has been tasked to undertake a mid-term performance evaluation of the State-Owned Enterprises Reform Activity (SOERA). To support the implementation of the evaluation, EnCompass is seeking a Research Assistant, Field Work Coordinator to support the SOERA evaluation team. S/he should have good understanding of Ukraine’s public sector and reforms context, prior experience of participation in research/evaluation assignments, fluent English and Ukrainian. 

Position Duties and Responsibilities 

  • Based on the list of contacts provided by SOERA or Evaluation Deputy Team Lead, reach out to the key stakeholders among the national government, state-owned enterprises, CSOs, media and territorial communities, request for a meeting with SOERA evaluation team and schedule the interviews/meetings (both online and in-person) 
  • Maintain the calendar of interviews and other evaluation activities (such as evaluation team meetings), ensure that there is no timing conflicts; 
  • Communicate the schedule of the interviews with member of Evaluation Team, make sure that members of Evaluation Team can attend the meetings (they have enough time between meetings, no conflicting meetings occur, in case of in-person meetings there is enough time for travel, etc.); 
  • If necessary, arrange the travels (via taxi) for evaluation team members to/from the in-person meetings. 
  • If necessary, support the evaluation team during the meeting/interview with notetaking.  
  • Where necessary, provide support to interpreter during the interviews; 
  • Proofread and edit the notes or transcripts of the meetings;   
  • If necessary, conduct the preliminary analysis of meeting results and summarize the key points; 
  • Support the evaluation team in other tasks as assigned by the Team Lead and Deputy Lead. 

Period of Performance 

Level of Effort (LOE) is approximately up to 50 days from 26 August to 30 November 2024. 

Position Requirements 

Qualifications  

Academic Qualifications 

  • A minimum bachelor’s degree in public administration, international development, social science, English philology or a related field 

Experience and Skills 

  • Demonstrated experience in supporting or organizing data collection for the research or evaluation (preferably for international projects in Ukraine) 
  • Demonstrated experience in effective written and oral communication in English and Ukrainian 
  • Good understanding of Ukraine’s public sector and reforms context 
  • Interpretation/ translation and notetaking experience 
  • Strong interpersonal and organizational skills 
  • Inter-cultural communication competences, politeness, responsible attitude and attention to details are essential for this role 
  • Fluent English and Ukrainian  

Travel Requirements 

This consultancy will support the data collection for evaluation in Ukraine but could be done remotely and do not require travel in Ukraine. 

Administrative Requirements 

Candidates registered as individual entrepreneurs of group 3, who are eligible to provide consultancy services to legal entities, are given preference
