The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

The FSR is looking for candidates to fill in the following Commodity Exchange Experts (short-term, consultant) positions under Component 2 “Financial Infrastructure”: 

1. Research Analyst for Commodity Markets

Short description of Objectives and Duties: 

• Collect good quality reliable market data on selected commodity markets in Ukraine. Collect and analyze relevant information concerning current and potential competitors, demand and supply side players, and other stakeholders.
• Perform various statistical, pricing, competitive and financial analyses. Identify behaviors and trends.
• Formulate and test hypotheses on the areas of growth or loss for various products in commodity markets. Produce findings such as financial and statistical models. Define and substantiate assumptions underlying the findings, identify key risks.
• Organize findings into written reports, tables, and graphs. Report findings and conclusions to management and stakeholders, collect feedback, and react on it.

Required Qualifications: 

• Higher education in Finance, Mathematics, or other related field, Master’s degree is a preference.
• At least 5 years of experience of market analysis in one of the following sectors: gas, oil, steel, timber, electricity, or agricultural commodities.
• Chartered Financial Analyst (CFA) certificate or other certifications in the field of financial analysis will be an advantage.

2. Corporate Lawyer for Commodity Exchange 

Short description of Objectives and Duties: 

• Manage the process of registering a commodity exchange as a legal entity and obtaining relevant licenses from the regulator (the National Securities and Stock Market Commission).
• Manage and support the development of charter documentation package that establish the rules and regulations, governance principles, decision-making procedures, and other rules of operation of a commodity exchange.
• Develop internal policies and procedures governing commodity trading, regulations for exchange members, settlement procedures, and other aspects of a commodity exchange operation.
• Develop mechanisms and procedures for protecting the rights and interests of exchange participants, including rules on confidentiality, dispute resolution, and dispute settlement.
• Legal support for establishing relationships with other market participants, such as commodity producers, settlement, and clearing institutions to ensure efficient trading and settlement. 

Required Qualifications: 

• Higher educational degree in Law, Master’s degree is a preference.
• At least 10 years of experience in corporate legal management positions.
• Experience in working on legal matters at an organized commodity or capital market will be an advantage. 

3. IT Business Analyst 

Short description of Objectives and Duties: 

• Gather, analyze, and formalize business processes of a commodity exchange. Prepare business requirements and technical requirements for IT systems of a commodity exchange.
• Reflect the commodity exchange development strategy in the business and technical requirements to ensure reasonable redundancy of IT systems in view of envisaged business expansion.
• Prepare data migration rules and requirements and other detailed migration guidelines.
• Establish and formalize the quality standards for the IT infrastructure service level. 

Required Qualifications: 

• Higher education in Computer Science, Information Technologies, or other related field, Master’s degree is a preference.
• At least 5 years of experience in IT management or business analysis.
• Experience as an IT business analyst professional in an organized commodity or capital exchange will be an advantage. 

All positions require: 

• Fluency in Ukrainian and English;
• Strong communication, analytical, and presentation skills;
• Knowledge of Microsoft Office.
