Deloitte is seeking qualified candidates for the open position of SAP ABAP developer/Frontend developer in support of the USAID Health Reform Support project. The position is full-time and will be done remotely.

Period of Performance: ASAP – September 30, 2023 (with the possibility of extension)

Level of Effort: full-time

Project Description

The purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Background/Objective

The SAP ABAP Developer will ensure successful development SAP functionality for the National Healthcare Service of Ukraine (NHSU).

Responsibilities

Development and testing next SAP ERP functionality:

• User authorization through the oAuth2.0 mechanism
• Checking the EDS and the signer in the document
• Bilateral signing of contracts, acts of work performed and other documents (by the National Health Service and Providers of medical services) using an electronic digital signature received from any of the existing AKCC from the list approved by the Ministry of Justice of Ukraine
• The possibility verification of the validity of EDS received from any of the existing AKCCs from the list approved by the Ministry of Justice of Ukraine
• Preparation of materials for training of external users
• Go live support of critical tasks for putting the system into production

Requirements:

• Bachelor’s degree (or higher)
• Excellent written and verbal communication skills, using diplomatic and tactful language, even in stressful, time-sensitive situations
• Minimum 3 years of previous configuration experience of system modules (SAP ERP, etc.), including knowledge of the basic processes of contract development, accounting, role setting and configuration debugging
• SAP ABAP developer experience in:
  • ABAP OO
  • SAP modules FI, MM, SRM
  • ABAP Dictionary
  • ABAP Development tools / Eclipse
  • SAP AppGyver / SAP Business Process Automation
  • SAP Business Rules Framework (BRF+)
• Development of technical project documentation that describes configurations made
• Fluency in Ukranian is a huge advantage
• Knowledge of contracting processes in accordance with the health insurance program will be an advantage
• Ability to work outside of standard business hours, on an as needed/required basis
