Deloitte is seeking a qualified candidate to serve as a Senior capacity building advisor in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and will be based in Ukraine, Kyiv.
Project Background
The USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance SOE privatization, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Project components include:
Component 1: State Property Transfer
Component 2: State Property Management
Component 3: Individual SOE/MOE Support
Component 4: Restoration and Reconstruction
Component 5: Accountable Public Financial Management
One of SOERA’s objectives is the efficient and transparent management of municipal property to reduce burdens on local and state budgets, increase local employment, promote private business, improve public services provided by MOEs, and make MOE and ownership entity operations more transparent and accountable. To achieve these outcomes, SOERA implements the following approaches:
- Advise the Verkhovna Rada, Ministry of Economy, and municipalities on national ownership policies for municipal assets.
- Develop templates for local ownership policies and documentation needed for municipalities to manage and privatize their assets transparently.
- Support inventories to develop a National Register of Municipal Property.
- Support operations and governance of individual MOEs.
- Provide training on municipal asset management, including MOEs and privatization.
Objective:
The Senior capacity building advisor will support the SOERA Component Lead (C. 2: State Property Management, C. 3: Individual SOE/MOE Support) to manage the delivery work of capacity development initiatives and organizational transformations of State-owned enterprises (SOEs) and municipally owned enterprises (MOEs) in Ukraine.
Responsibilities:
- Oversee SOEs and MOEs management, operations, HR/material resources, standards, processes, and external relations.
- Develop HR policies and standards.
- Develop recommendations to improve organizational efficiency and organizational structures.
- Support performance management systems improvements.
- Conduct assessments of the current state of public and municipal entities, review data, conduct surveys and interviews with stakeholders, and analyze results to identify areas for improvement.
- Develop and implement strategies to improve SOEs’ and municipal entities’ performance, efficiency, and effectiveness. This may involve designing and implementing new policies and procedures, identifying training needs, developing leadership programs, or redesigning the organizational structure.
- Facilitate change management within the organization; communicating the need for change, providing guidance and support to employees and management during the change process, and ensuring that the changes are successfully implemented.
- Develop and deliver training programs to meet the development needs of entities.
- Work closely with stakeholders to align SOERA’s goals with its operations.
- Participate in SOERA work planning.
- Prepare reports and deliverables in accordance with the SOERA work plan.
Minimum Requirements:
- An advanced degree from an accredited university in economics, finance, public administration, management, or related fields.
- Around 7 years of professional experience in human resources, organizational transformation process design, governance, or related fields.
- Professional experience supporting municipalities, SOEs, MOEs is highly preferred.
- Demonstrated ability to establish productive relationships with senior government officials, the business community, civil society, and international donors, particularly on politically sensitive and highly visible issues.
- Verbal and written fluency in English, along with strong communication, interpersonal, and presentation skills.
- Familiarity with Ukrainian politics and economics, including knowledge of relevant key institutions, is a plus.
- USAID experience preferred.
