Specific duties in Iraq
- Be responsible for the overall running of IM functions in NPA Ukraine programme in accordance with the requirements stated in NPA’s global IM standards, QMS, programme SOPs and National standards.
- Be responsible for the development, monitoring and management of the IM strategies, (yearly) plans in accordance with overall NPA guidelines and NPA’s policies and strategies, with emphasis on relevance, quality, cost efficiency and impact.
- Ensure that NPA Ukraine IM tools and concepts are kept up to date with the development of technology and other related IM standards.
- Ensure the information management standardization and uniformity in compliance with NPA design and visibility guidelines.
- Implementation of IM strategies, training materials, system documentation, templates and other relevant documents related to information management in dialog with NPA OM and PM and Global IM Advisor at HO in Oslo.
- Ensure that statistics management within and from the programme is done in an efficient, accurate and timely manner.
- Ensure efficient integration of Geographical Information Systems with NPA IM tools and concepts.
- Ensure that professional relations are maintained with related internal and external stakeholders.
- Ensure that competence mapping and development of NPA Ukraine IM staff and sharing of knowledge remains a high priority.
- Lead in identifying IM processes, IM procedures, process mapping and writing relevant guidelines.
- Coordinate and manage the overall Information Management systems in an effective and efficient manner.
- Follow up training plans, and present work plans and periodic progress reports related to information management throughout the year.
- Initiate IM training as per requirements stated in the IM SOPs and QMS.
- Closely follow up the operational activities and development in order to be able to adjust the IM system and concepts accordingly.
- Any other task or duty relevant to the position as assigned by the OM, the PM or NPA global IM Advisor.

Education:
Must have:
- A University Master degree in computer science, IT, or relevant studies.
- Excellent knowledge in computer handling and data acquisition.
- Excellent English language skills, both written and spoken.
- Ukrainian and/or Russian mother tongue
Desirable:
- IMSMA level 1 administrator qualified or equivalent.
- Working experience in computer programming in particular SQL, Python, and JavaScript is highly desired.
Experience:
Must have:
- Minimum 5 years of work experience, 3 of which in relevant IM work in the humanitarian sector.
- Experience of working with ArcGIS and related tools e.g. Survey123 and Operational Dashboard.
- Ability to work efficiently under pressure and meet set deadlines.
- Working experience with SharePoint and MS Office 365 applications.
- Proven skills in information management.
- Proven skills in analytics and data visualization.
- Experience from leading a team.
Desirable:
- Experience working with National Authorities.
- Experience from humanitarian Mine Action sector would be an advantage.
- Proven skills and understanding in capacity development.

- Excellent interpersonal skills and ability to cooperate and work in a multi-cultural/multi-national setting.
- Solid analytical, structured and innovative skills.
- Be adaptable, flexible, and able to work in a hostile environment and under difficult circumstances.

The Senior Information Management Officer is to abide by the policies and personal code of conduct set by the Norwegian People’s Aid (NPA) and represent the organisation in a loyal and responsible manner.
