Deloitte is seeking a qualified candidate to serve as a Senior Policy Advisor in support of USAID State-Owned Enterprises (SOE) Reform Activity. The position is full-time/remote but requires a location in Ukraine.
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:
- SOE Mapping, Information, and Strategy.
- Reform Coordinating Mechanism (RCM) and Strategic Communications.
- Reviewing and Improving SOE Policies, Legislation, and Regulations.
- Facilitating SOE Privatization.
- Improving Corporate Governance and Management of SOEs.
- Providing Emergency Response and Recovery Preparation Technical Assistance to the GoU and SOEs
Objective:
The Senior Policy Advisor will provide support to the Economic Development Committee’s Subcommittee for Public Procurement and Management of State and Municipal Property in accordance with the USAID SOERA project workplan.
The role will involve:
- The consultant will work on specific legislative initiatives and in conformance with a workplan agreed upon by the USAID SOERA team and beneficiaries of the project
- Working independently and as part of an experienced team on complex legal consulting, support with legislative initiatives in areas mentioned below:
- Leasing reform
- Privatization reform
- SPFU institutional reform
- Valuation reform
- Identification of enterprises not subject to privatization
- Bankruptcy (including for SOEs)
- Public-private partnership reform
- Management of SOEs
- State property registers
- Development and demonstration of strong professional expertise by analysis of the current legal frameworks, research and analyze existing practices
- Maintaining a strong focus on client service delivery – working closely with stakeholders, including the SPFU and the Ministry of Economy, Economic Development Committee staff of Verkhovna Rada to achieve consensus on final law drafts
- Preparation of materials accompanying the submission of draft laws
- Amendments review to draft laws proposed by all project stakeholders
- Reviewing clients’ deliverables in MS Word, PowerPoint, and MS Excel format prepared based on relevant research and analysis made by junior team members
- Communicating consistently with Deloitte/SOERA team, SPFU and the Ministry of Economy, Economic Development Committee staff of Verkhovna Rada
- Weekly reporting that detailed activities and accomplishments of the previous week and a detailed work plan for coming week
Position Requirements:
- University degree in Law, Finance or Economics
- 3 – 5 years of professional experience related to legal consulting and policy making
- Proven experience as a legal adviser in the public sector of Ukraine (government public institutions, an employee of a state-owned enterprise, joint-stock company, 50% or more of whose corporate rights belong to the state) will be an advantage
- Solid technical knowledge of Ukrainian legislation on relevant topics
- The ability to work independently and as a part of a team
- Excellent communication skills – both Ukrainian and English
- Demonstrated ability to succeed in an interdisciplinary environment, and to work in challenging political and security situations requiring good judgment, discretion, and political savvy
- The ability to be highly result-orientated and to meet tight deadlines
- Strong commitment to providing excellent client service at all times
