DAI is seeking highly qualified candidates to occupy full-time Senior Policy Advisor position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
1. PROJECT BACKGROUND
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
Strengthen anti-corruption compliance and control in local governance;
Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
2. POSITION DESCRIPTION
With the major focus on strengthening national anti-corruption institutions, the Senior Policy Advisor provides input into relevant anti-corruption programming across the project’s three objectives. The Senior
Policy Advisor is responsible for delivering technical advice in design, development and implementation of project activities intended to strengthen anticorruption institutions, mechanisms for corruption prevention and detection, development of the compliance mechanisms in state owned enterprises, and promoting business integrity.
3. KEY DUTIES & RESPONSIBILITIES
· Continuously engages on the strengthening of Ukraine’s anti-corruption infrastructure and reforms at the national and sub-national level, leading on design of the activities, providing advice on implementation, and advising Objective 1 Lead in technical leadership for the component.
· Advises on design, learning and adaptation as needed for Pro-integrity to support implementation and development of the government anti-corruption policies, including:
o Technical assistance to the improvement of institutional capacity and resilience of specialized anti-corruption bodies and other organizations contributing to anticorruption efforts in Ukraine.
o Enhancement of the efficiency, effectiveness, and economy of anti-corruption bodies supported.
o Advancement of the integrity of state-owned enterprises by conducting anti-corruption and corporate governance compliance assessment and action plans in close coordination with other USAID programming.
o Promoting business integrity through policy reform that ensures transparent engagement of business in recovery
o Take the lead or contribute to the conduct of policy analyzes and the development of analytical studies and documents in anti-corruption field.
o Provide input, review or draft policy and legislation documents to enhance anticorruption reforms and their implementation.
o Support the Government of Ukraine in reviewing, analyzing and reporting on the implementation of the National Anti-Corruption Strategy and the State Anti-Corruption Program.
· Works with the Objective 2 and 3 leads to provide advice on design and implementation of their activities to be aligned with the anti-corruption reforms in the areas of:
o Strengthening local governments anti-corruption policies and procedures to ensure greater accountability and compliance
o Mainstreaming anti-corruption in reconstruction and recovery institutions and practices
o Strengthening effectiveness of assets tracing and asset management practices to ensure that seized assets benefit Ukraine’s recovery
· Collaborates with Government of Ukraine partners and other stakeholders including other implementers, donors, grantees, consultants, and international organizations to ensure achievement of the project results.
· Develops, contributes, and provides reviews to the design of the project documents such as tenders, scopes of works, grants competition, project concepts, to ensure that it aligns with the anti-corruption reform priorities.
· Proactively informs the Pro-Integrity research agenda on anti-corruption, ensure that learning and evidence is used in the project design and implementation for the best results across all three components of Pro-Integrity.
· Capture and synthesize lessons learned/best practices to inform further project developments.
· Participates in working groups, briefings for international community, conferences and events to represent consolidated legal opinion of the project.
· Other responsibilities as assigned by the Objective 1 lead and/or Deputy Chief of Party (DCOP).
4. QUALIFICATIONS
· A bachelor’s degree in a relevant field of study, such as economics, law, publication administration, or public policy required; master’s degree preferred.
· A minimum of ten (10) years of relevant professional experience, including significant experience designing, implementing, and managing effective accountability, anti-corruption, and transparency initiatives at the local and national levels.
· Prior experience managing program activities and supervising staff and consultants, including a demonstrated ability to manage complex, large-scale program initiatives at the national levels.
· Demonstrated familiarity with the Ukrainian anticorruption reform agenda and leading government institutions, civil society organizations, and other relevant actors working to achieve accountability, audit, anti-corruption, public oversight, transparency goals and of existing initiatives in these areas.
· Strong analytical and communication skills, including ability to effectively engage stakeholders and senior-level officials, lead formal meetings, and produce high quality practical analytical reports and knowledge products.
· Prior experience working on USAID-funded and/or other international donor-funded projects and activities.
· Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English strongly preferred.
