Deloitte is seeking a qualified candidate to serve as a Senior Procurement Specialist to be responsible for assisting with the procurement process of the USAID State-Owned Enterprises Reform Activity (SOERA), including contract management, contract negotiation, preparation of purchase orders and ensuring that commitments to customers are met.
About the Project:
Strengthening state-owned enterprises (SOE) business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership are the main purposes of the SOERA. The proposed activities to reform Ukraine’s SOE sector and to promote privatization will reduce opportunities for corruption, increase private sector participation in the economy, and stimulate broad-based economic growth.
The Senior Procurement Specialist is responsible for consulting support in the following areas:
- Strategic procurement to enhance cost-effectiveness and supply chain efficiency.
- Procurement strategies aligned with organizational objectives.
- Supplier selection management, contract negotiations, and vendor relationships.
- Analysis of market trends, supplier performance, and mitigation of potential risks.
- Procurement process improvements for streamlined workflows and reduced costs.
- Reporting in the area of procurement, typical dashboards
Required qualifications and experience:
- University degree in supply chain management, business administration, economics, finance, legal or a related field.
- Minimum of 7 years of experience in procurement, with a focus on strategic sourcing, vendor management, and contract negotiations.
- Proven experience as a legal / policy adviser in the public sector of Ukraine or in donor-funded projects (government public institutions, international development organizations) will be an advantage.
- Proven track record of successfully leading complex procurement projects and initiatives.
- Experience in a senior procurement role within government agencies, international organizations, or large corporations is advantageous.
- Strong analytical and problem-solving abilities for effective procurement strategy development and execution.
- Excellent written and verbal communication skills in English; proficiency in other languages is a plus.
- Demonstrated ability to work autonomously and collaboratively within cross-functional teams.
- Adaptability in dynamic environments, showcasing sound judgment and decision-making even in challenging circumstances.
- Results-driven mindset with a proven ability to deliver under tight timelines.
