This position coordinates the development and implementation of overarching research strategies to deliver impact on agreed priorities, providing research expertise, socio-political analysis and guidance to develop strong human rights programs across Eastern Europe and Central Asia.
JOB PURPOSE:
Provide high level and strategic advice to the Deputy Director of Research regarding research and publications including major human rights trends, developments and key drivers of human rights violations in the region. Ensure research, advocacy and media outputs are aligned to global and regional strategic priorities meeting methodology, accuracy and style standards. Contribute to the management of the Eastern Europe and Central Asia Regional Office and to strategies and plans. Represent Amnesty International externally with government officials, civil society groups and the media.
ABOUT YOU:
A collaborative, driven and conscientious researcher, you will have expert knowledge of the international human rights framework and will have worked on Eastern Europe and Central Asia with, ideally, specific knowledge/experience of Ukraine and conflict. You will have knowledge of the framework for equality and non-discrimination and a good grasp of inequality, poverty, unemployment and debt as key drivers of human rights violations. You will have excellent research, analytical and writing skills and have experience supporting on in-country research, a track record of publications and experience with high-level advocacy. You are committed to helping, including by learning about, to embed anti-racism, intersectionality and decolonial thinking in your work and the team’s wider culture.
MAIN RESPONSIBILITIES:
Management and communications
- Assist the Deputy Director in all people recruitment, management and development
- Help to identify and promote best practice
- Use sound political judgment to advise colleagues working on the region
- Manage risk assessments and oversee security procedures
- Build and maintain effective working relationships with external parties and other parts of Amnesty International’s movement (Sections)
- Deputise for the Deputy Director
Research and advocacy management and strategic oversight
- Assist the Deputy Director to develop human rights research and advocacy plans for countries in the region
- Assist in managing the field work for the regional office ensuring political, strategic, technical and security concerns are mitigated
- Ensure integration of research and action to develop tangible outcomes
- Represent Amnesty International with external parties i.e., governments, civil society, media and general public
Quality assurance and reporting
- Take responsibility for the quality of office research and advocacy outputs ensuring research is sound, focused and addresses issues
- Ensure compliance with all policies, quality assurance and impact assessment methodologies
- Develop and implement standards for staff to follow, provide candid feedback to support employee growth and improve the output of the region
Finance and risk management
- Set, monitor, manage and report on budget and expenditure for the team
- Manage risk assessments and ensure security procedures are in place for all travel and instances of high risk
- Account for duty of care for staff
SKILLS AND EXPERIENCE:
- Demonstrative knowledge operating at regional and senior level within a research and human rights context
- In depth knowledge and experience of research and advocacy, using methodologies, analysing and presenting, applying research based analysis to campaigning for human rights
- Experience supporting and developing staff and ensuring their safety whilst on missions and travel within the field
- Ability to write and monitor and implement strategies and plans and comfortable deputizing for the Deputy Director
