Project Summary: 

The U.S. State Department Monitoring, Evaluation and Audit Services for Reporting (MEASURE) in Ukraine Project will provide the U.S. Department of State with monitoring services to monitor the delivery and use of U.S. foreign assistance in Ukraine. The project will involve working with grantees to develop monitoring plans identifying performance indicators to report progress, compiling submitted data into reports for State Department review, and overseeing visits to sites where the U.S. assistance is being utilized to verify assistance is being used as intended.

 Position Summary:

The Security Manager will support the safety and security of the MEASURE team and ensure compliance with MSI and Tetra Tech Duty of Care Standards in close coordination with the MSI Headquarters (HQ) Security Team. The Security Manager will be supervised by the Team Leader. This is a full-time position located in Kyiv, Ukraine. 

Responsibilities:

Context Monitoring and Analysis

  • Monitor and analyze continually security conditions in the country in general, and more specifically in the areas where the program works, via local media, security reports, and first-hand information collected from field-based staff and local partners/contacts.
  • Participate in relevant security coordination meetings and groups with partners/security networks.
  • Help assess security risks that may impact staff movements and safety in different parts of the country and communicate them in a timely manner to ensure real-time decision-making and up-to date situational awareness, as well as inform program strategy and field operations.
  • Compile and submit regular reports that track incidents and trends in the security contexts within MSI’s areas of operation.

Field Travel and Journey Management

  • Conduct risk assessments of all proposed site visit areas and develop corresponding risk mitigation plans for each trip.
  • Monitor field travel and provide timely guidance, advice, and emergency support.
  • Conduct all necessary preparations as outlined in MSI security plans and procedures, to prepare staff for site visits and field travel.
  • Monitor and guide the performance of drivers to ensure drivers comply with Standard Operating Procedures (SOPs).

Develop and Implement Security Assessments, Plans, and Procedures

  • Develop and maintain all project standard operating procedures, guidelines, and planning for staff safety, operational security, and program continuity based on MSI global standards.
  • Ensure the continued relevance and consistent implementation of SOPs related to the safety and security of all team members in coordination with Team Leader.
  • Evaluate, review, and update project security plans, risk assessments, and contingency plans on a regular basis to ensure compliance with MSI and Tetra Tech Duty of Care Standards.
  • Develop and continually evaluate, review, and update the hibernation and evacuation plans for all MSI locations in Ukraine and ensure that practical preparations are in place and known to all relevant staff.
  • Conduct risk assessments of prospective offices and residences and follow up on actions to be taken to ensure compliance with safety and security standards.
  • Provide technical input and advice on assessments to consider MSI activities in new geographic locations of Ukraine.

Communication and Incident Reporting

  • Develop and implement a project incident reporting procedure.
  • Ensure Team Leader and other relevant staff are informed of all incidents and follow up actions.
  • Provide and implement best possible solutions for use of equipment to facilitate communication between staff, including proposing safe means of communication.
  • Liaise with relevant security actors such as IP security staff, security forces, local community stakeholders and local authorities.
  • Undertake continual assessments of communication equipment, and the protocols by which that equipment is used.
  • Brief relevant staff and partners regularly on the security situation and mitigation measures.

Training and Capacity Building

  • Provide regular training for MSI staff on a broad set of safety and security preparedness topics.
  • Work with relevant staff to develop and implement training curriculums appropriate for current program operations and risks.
  • Work with relevant project staff to develop on-boarding packages and trainings for new hires.
  • Coordinate external trainings (such as HEAT) as required.

Supervision

  • Supervise the Security and Logistics Officer, including delegating functions related to the responsibilities outlined above.
  • Coordinate closely with the MSI HQ Security Team and the Operations Manager on operational and administrative issues.

Qualifications:

  • Bachelor’s degree is required, preferably in public administration, business administration, or other relevant areas.
  • Minimum five years of experience in security management and oversight of security platforms required.
  • Experience in managing security platforms in complex and high-risk environments.
  • Experience working with State Department and/or USAID implementing partners in high-risk environments preferred.
  • Experience with implementing security strategies, policies, procedures, and standards to enable the MEASURE team to safely deliver monitoring services.
  • Experience in producing written reports, including Threat, Risk, and Vulnerability Assessments, Security Surveys, Security Audits, and Contingency Planning.
  • Strong interpersonal, analytical, communication, and problem solving skills and the ability to interact effectively with multifaceted organizations at senior levels and cross-culturally.
  • Strong computer literacy, including knowledge of all Microsoft Office Suite applications, particularly Word, Excel, and PowerPoint.
  • Fluent in oral and written English and Ukrainian required.
