Job Title: Social Impact Content Manager 

Estimated Period of Performance/Level of Effort: Long-term

Background

The USAID Ukraine Transformation Communications Activity (TCA) is a six-year Activity whose purpose is to partner with the Government of Ukraine (GOU), private sector, and civil society to increase the resilience of Ukraine’s democracy through innovative communications initiatives that engage Ukrainians in a conversation about the country’s democratic transformation and European integration. The objectives of the Activity are to equip USAID and its partners to conduct data-driven communications; increase the quality and quantity of strategic communications on reform dividends; and broaden the use of social impact content by Ukraine’s civic leaders and creative sector. Since 2020, TCA has overseen USAID’s social impact content competition, PITCHUA+, empowering the creative sector to develop socially relevant content that has broken theatre box offices and reached millions in Ukraine and around the world.

General Provisions

The Social Impact Content Manager will be responsible for supporting TCA social impact media-related activities. S/he will play a critical role to manage project partners, ensure quality content, build capacity of industry stakeholders, coordinate consultants and technical assistance, and provide creative and impactful communications solutions in line with TCA’s objectives.

This position will report to the Social Impact Content Director and oversee a rich portfolio of social impact content grant activities, manage elements of strategic communications surrounding content launch, organize Educational platform events, and assist with market linkage initiatives.

Principal Duties and Obligations (Essential Functions)

As Social Impact Content Manager, the Employee is responsible for the following principle duties and obligations:

  • Contributes to the selection of projects for grant support;
  • Works with applicants to prepare the necessary creative and planning documentation for the grant and/or subcontract agreement signing, works with grants managers to ensure quality preparation of grant agreements and more thorough verification of the documents provided by the grantee (primarily budgets, team member duties, administrative structures, the correspondence between the planned expenses/resources and the creative task);
  • Review budgets for realism and reasonableness and assist the TCA Awards Team with pre-award risk assessment processes as necessary;
  • Directly oversees and manages a portfolio of social impact content grant and/or subcontract activities, ensuring timeliness and quality control. Serve as a primary project liaison with partner organizations, provide positive communications to encourage stakeholders while challenging them to deliver outstanding quality content. Manages communication between grantees, subcontractors and international experts, sees to it that the projects are executed in accordance with TCA’s requirements, advises grantees on various problems they may encounter. Stays constantly in touch with the grantees and makes sure that TCA’s resources (both financial and consultancy) are used in the most efficient way, checks compliance with USAID requirements;
  • Monitors grant milestones for completion, quality, and budget control;
  • Verifies audience data (YouTube, social media, TV ratings) provided by the grantees and, as appropriate, consult with grantees on their promotional plans to ensure maximum coverage.
  • Organizes (or coordinates the organization of) online and offline events for TCA’s Social Impact Component, such as the Educational Platform activities, PITCHUA+ creative competitionactivities, project presentations;
  • Prepares focus group requests and materials (related to the social impact content projects) for TCA’s research team;
  • Develops scopes of work for subcontractors, assists with solicitation preparation, and as requested, acts as an evaluation committee member for tenders on any of TCA objectives;
  • Works with bloggers and other outside partners (for example, internet resources) to disseminate information about TCA’s activities, promote TCA-supported projects, highlight topics that are important for TCA;
  • As necessary, represents the project at meetings and events;
  • Contributes to TCA deliverables and ad-hoc reporting, such as drafting success stories, writing of weekly reports, contribution to other TCA reports;
  • Conducts market analysis or research to inform media programming and partner outreach; 
  • Conducts routine assessments of implemented activities, write, and produce policy briefs, and other communications materials such as reports and briefings; 
  • Works closely with the COP, DCOPs, and Team Leads on the design and delivery of objective initiatives and implementation of the work plan; and
  • Performs other duties as required or assigned. 

Required Skills and Qualifications:

To perform this job successfully, the Employee must be able to perform each essential duty, obligation and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills and/or abilities needed to perform the principal duties, but may vary for final selection.   • University degree in media/mass communications, digital marketing, journalism, strategic communications, sociology, political science or related field required. Master’s degree preferred;  
  • Minimum five years of relevant experience in areas such as social impact content, media production, media relations, strategic communications, conducting media outreach, and/or experience with audience segmentation strongly preferred. A very competitive candidate may have been an executive producer or knows the audiovisual production process well;
  • Proven knowledge of local and international media organizations and production companies implementing relevant activities in-country, as well as key governmental actors and stakeholders, with an up-to-date understanding and knowledge of the political environment and social conditions in the country is an advantage. An ideal candidate should be aware of the developments in the Ukrainian audio-visual sector and can advise colleagues on particular requests;
  • Demonstrated awareness of the market pricing trends (understands production budgets and knows how to verify them);
  • Experience organizing events (for instance, public presentations which include involvement of subcontractors), preferred;
  • Excellent interpersonal skills in the context of interacting with international and Ukrainian officials, civil society organizations, staff members and government of Ukraine agency representatives; 
  • Strong Ukrainian and English speaking and writing capacity. Demonstrated experiencing writing text for media publication and donor’s reporting, a plus;
  • Demonstrated understanding of the basics of dramaturgy and can identify problems in story structures and scripts;
  • Demonstrated understanding of the basics of audience measurements in TV/online/movie theaters, and ability to analyze or tune social media listening instruments (like YouScan, google analytics etc.);
  • Demonstrated relevant strategic communications experience to creatively promote social impact content;
  • Proactive and responsible;
  • This position is Kyiv-based. Exceptions for remote work within Ukraine may be made;
  • Candidate should be able to perform duties in hybrid mode (both in the office and remotely);
  • Candidate should be able to occasionally to take business trips outside Kyiv.
