Post Title: Partnership and Fundraising Specialist  

Post Level: SB4

Duration of the 6 months with possible extension

Supervisor: UNFPA Representative

Background Information:

In accordance with the organizational mandate and national development priorities of Ukraine, UNFPA, the United Nations Population Fund, implements a country programme of technical assistance to Ukraine for 2018-2022.  With its 3rd Country Programme UNFPA Ukraine makes a strong focus on investing in the abilities of young people, especially young women and girls, to make responsible choices about their lives and contributing to the legal and social adoption of more equitable gender norms, including the right to live free from stereotypes, coercion and violence.

Organizational context:

Under the guidance of the UNFPA Representative, the Partnership and Fundraising Specialist participates in the overall effort to mobilize an appropriate and sustainable funding base for UNFPA Country Office. The Partnership and Fundraising Specialist is responsible for the development and implementation of the country office resource mobilization and partnerships development strategy and resource mobilization plan

Major Duties and Responsibilities:

  • Provide assessment of CO opportunities for resource mobilization and identification and mapping of current and potential donors;
  • Undertake analysis of ODA (Official Development Assistance) and donor funding streams in order to formulate a donor pipeline and strategically target donors and partners for engagement;
  • Analyze key development areas that are discussed and implemented in the country and key donors who are willing to support these areas ;
  • Work closely with colleagues responsible for budget planning to identify funding gaps, prioritize fundraising needs and set fundraising targets;
  • Perform research (i.e. donor/partner mapping) of prospective donors, foundations, impact investors and corporations;
  • Develop and implement Resource Mobilization and Partnerships Development Strategy with country-specific resource mobilization plan, which should be in line with organization-wide resource mobilization strategies and include roles and responsibilities of the team members and clear activities and targets that can be monitored;
  • Synthesize the proposals and inputs to the development and implementation of a resource mobilization strategy and plan;
  • Identify emerging modalities for funding, assess their current usage and potential for the future;
  • Provide inputs to outreach/publicity material geared towards partners and donors;
  • Identify opportunities for partnering with UN Agencies around UNDAF (UN Development Assistance Framework, SDGs (Sustainable Development Goals) and HNA (Humanitarian Needs Assessment);
  • Recognize and synthesize the best practices and lessons learned directly linked to resource mobilization and partnership-building activities;
  • Organize training/briefing for the CO staff on resource mobilization issues;
  • Carry out any other duties as may be required by UNFPA country office management.

    • Excellent knowledge of MS Office-Word, Excel, PowerPoint, Internet, e-mail applications.

  • Consistently approaches work with energy and a positive, constructive attitude;
  • Demonstrates openness to change and ability to manage complexities;

Required Skills and Experience

Education:         

  • Master’s degree or equivalent, preferably in Public Administration, Human Rights Law, Social Sciences including Gender Studies, Political Science, International Relations, or other relevant studies for UNFPA`s mandate.

Experience:       

  • At least 3 years of relevant work experience: (research, work with development agencies/NGOs, drafting and editing analytical reports and publications). Experience of work with the development and private sector would be an asset;
  • Knowledge about the UN and humanitarian coordination structures would be an advantage;
  • Excellent working knowledge of MS Office-Word, Excel, Power Point, Internet, e-mail applications, etc.

Language:          

  • Fluency in Ukrainian, English and Russian languages.
