Information Management Associate
Under the guidance and direct supervision of the Management Analyst in Kramatorsk, the Information Management Associate will be overall responsible to technically support in developing and maintaining the adequate information management systems.Specifically, s/he will perform the following key tasks:Planning Support:
- Review existing studies, assessment and data management tools and assess relevant capabilities available in involved public entities at all levels (Ministries, Agencies, Commissions, Governorates, local level);
- Assist in defining strategies, goals, and objectives of information management for the Programme;
Information Management support:
- Support the Programme on information management solutions and tools;
- Assist in developing systems and mechanisms including tools and processes to facilitate data collection, analysis and reports generation based on defined socio-economic indicators that could support informed decisions for adequate evidence based response planning;
- Exploit available information management technologies, tools, platforms and systems, including GIS, MIS, and database engines, to support the Programme goals and objectives;
- Facilitate designing and implementing a custom made tools including advanced 5Ws matrix (‘Who does What, Where, When and for Whom?’) to keep track of activities held by the RPP partners;
- Maintain the management information databases and systems with the collected data enabling the production of situation analysis reports and informing the response planning mechanism;
- Assist in developing adequate databases while identifying needed equipment and Projects facilitating GIS work.
Strengthen Assessments support:
- Facilitate selection of the best methodology and e-solutions to conduct the planned assessments, mapping and baselines surveys facilitating the implementation of a comprehensive impact of the crisis assessment (covering various sectors and at various levels), and develop the tools accordingly;
- Maintain proper workflows for the data collection, analysis, dissemination to relevant stakeholders for action;
- Facilitate selection of the adequate methodologies for humanitarian needs assessment, damage assessment (housing and infrastructure), livelihoods assessments, macro-economic impact of the crisis, and sectoral assessments; while taking into consideration the specificity of the operational constraints in Ukraine.
Capacity Development support:
- Assist in developing the capacities of the programme staff and stakeholders at all levels for better assessment methodologies, from data collection, information management and data analysis.
Communication and Networking support:
- Facilitate the selection of the best information management models and systems to communicate results and achievements to a wide spectrum of UNDP’s national and international partners of the Project, including donors, government, UN agencies, NGOs, and others;
- Simplify communication of results through adequate information management tools to convey programmatic messages and complex ideas making them easily understood by audience from different backgrounds, education levels, cultures, languages, and schools of thought, bridging the divide between inner environment and outer world;
- Assist in creating a network of professional information management specialists from all partner bodies/agencies establishing a forum for data sharing, exchanging, standardization, processing and analysis.
Measurable outputs of the work assignment:
- Effective data management for the Programme in accordance with UNDP rules and requirements;
- Data and information needs assessment and gap analysis and timely delivery of required information products.
Required Skills and Experience
Education:
- Bachelor Degree in Social Sciences, International Development, International Relations, Business Administration, Information Management, Computer Science, Information Systems, Management, Geographical Information Science, Statistics or a related field. Post-graduate degree will be considered as an advantage;
Experience:
- At least 3 years of experience in information management or related field at the national and/or international level;
- Demonstrated and proven experience in the development and use of information management systems is desirable;
- Experience working within the UN system will be an asset;
- Experience in the usage of computers and office software packages, experience in handling of web based management systems;
Language requirements:
- Fluency in English, Ukrainian and Russian is required.
