ICT Infrastructure Specialist

The European Union funded Project ‘Support for Rule of Law Reforms in the Areas of Police, Public Prosecution and Good Governance’ (hereinafter – Project) has the overall objective of supporting the strengthening of the policing, prosecution and civilian governance in Ukraine and to align them with the best European and International practices. On substance matters, the project relies on the EU Advisory Mission (EUAM) to Ukraine.
The Project partners with a number of national institutions in Ukraine, including the State Bureau of Investigation (SBI). The SBI has the mandate to carry out independent investigation of crimes by civil service officials, judges, law enforcement officials, and those officials working in the special anti-corruption institutions of the Ukrainian Government. Since its set up in 2016 the SBI has made progress towards establishing itself as a functional law enforcement institution with the ability to carry out investigative operations. In order for the SBI to reach its potential there are certain key steps that must be achieved. There is a need for more clarity in the legal framework on governance; strategic planning capacity should be enhanced; recruitment and training of personnel needs significant activity and IT and communications capacities must be greatly developed.
Considering the above, the Project will deliver support interventions to enhance the capacity of the State Bureau of Investigations (SBI) to operationalize its mandate in the start-up phase of its operations (2019). In particular, in 2019 the Project will focus on activities structured in three Result Areas: Result 1: Enhanced strategic planning and the SBI capacity to effectively carry out its investigative operations. Result 2: Enhanced capacity of the SBI staff to effectively undertake investigative operations, particularly those staff members without prior experience in law enforcement. Result 3: The SBI has established effective business processes for IT and communications necessary to carry out its investigative operations.
The activities under the Result 1 envisage the establishment of the Multidisciplinary Expert Group (MEG). This group is intended to support the SBI in the improvement of the legislative framework, strategic planning and developments to enhance the SBI’s operations. Further, it will support the SBI’s Management in the assessment, planning and delivery of the material and infrastructure needs of the agency. This group will be comprised of up to ten experts, led by the Planning and Coordination Specialist, who will work closely with the senior management and specialist departments of the SBI. The team will include experts in organisational development, law, public finance, logistics and infrastructure.
The ICT Infrastructure Specialist will be a part of the Multidisciplinary Expert Group (MEG) that will provide support to the SBI. He or she will, under the overall supervision and guidance of the Programme Manager, while agreeing and closely coordinating assignments with the MEG Planning and Coordination Specialist, be responsible for contributing to the development of ICT capacities of the SBI – supporting the Senior Management of the SBI with the development of a comprehensive internal communications flow within the agency, including effective data exchange with other law enforcement agencies, and the public.
The ICT Infrastructure Specialist will:
- Have a leading role in the coordination of development of the SBI’s IT Strategy, in close consultation with respective SBI departments and Senior Management (support the Project’s intervention envisaged in Support Package ‘SBI’)
- In coordination with the MEG Planning and Coordination Specialist, jointly elaborate the scope, sequence/timelines of delivery of the tasks listed below. These will feed into the MEG’s Quarterly and Annual Workplan
- Identify requirements for the information and analytical systems (IAS), both for hardware and software, in consultation with the functional and support units of the SBI
- Document the existing business processes within the SBI, develop their information models and identify means of their implementation through the IAS
- Establish the required access rights to the information resources of the IAS for the various categories of the SBI employees
- Develop the models of information exchange between the SBI’s IAS with the IAS and registers administered by other state institutions
- Set technical requirements for the equipment and software of the IAS and its components
- Provide expert advice and support for the development of technical and organisational design of IAS architecture
- Contribute to the development of the specifications and Terms of Reference and advise the SBI’s personnel, if necessary, in further procurement process (on software development and supply of technical equipment), jointly with the MEG’s Procurement Specialist
- Provide expert support to the establishment of the online platform for receiving and processing reports from the public regarding offences under the SBI’s jurisdiction
- Provide update reports (weekly, monthly, quarterly) as set by the procedure, to the Programme Manager and the Planning and Coordination Specialist, highlighting the progress of the implementation of the above-listed activities
Special Conditions
The expert identified by UNOPS for this assignment will undergo security vetting by the SBI prior to the recruitment.
Specific deliverables will include:
- Activities identified in the MEG’s Quarterly Workplan and falling under the competence of the ICT Infrastructure Specialist fully delivered and accepted including positive feedback received from the SBI Management. The evidence will be presented in the monthly reports to UNOPS, prepared by the Planning and Coordination Specialist
- The following strategic/advisory or analytical documents are produced by, or with substantial inputs from, the Contractor:
- advisory note(s) on the proposed model of informatisation for the SBI with recommendations on the means of implementation through the IAS
- inputs to draft internal regulations on establishing access rights to the information resources of the IAS for the various categories of the SBI employees
- draft designs for the IAS architecture within the SBI
- advisory notes on the models of information exchange between the SBI’s IAS with the IAS and registers administered by other state institutions
- specifications for equipment and software within the IAS and its components
- draft SBI’s IT Strategy.
Master’s degree or equivalent in computer science, IT engineering or other relevant field in required.
Bachelor’s degree with two additional years of relevant experience may be considered in lieu of the Master’s degree.
Minimum 5 years post-master’s degree or 7 years post bachelor’s degree of relevant and proven professional experience at a similar position with responsibilities including setting up and management of automated systems and IT infrastructure is required
Experience in designing and working with complex software and hardware solutions and multi-layered architectures at a large enterprise/institution, either in the public or in the private sector is required
Experience with developing the strategy/action plan for informatisation of a large institution aimed at improved data management, data exchange – internally and externally, enhanced data security and interoperability is required.
Fluency in Ukrainian and Russian is required; working level of English would be considered as an asset.
