Background:
The purpose of the USAID Agriculture Growing Rural Opportunities Activity in Ukraine (AGRO) is to accelerate the economic development of rural Ukrainian communities with the greatest need through a better governed agricultural sector that encourages more productive, modern, and profitable micro, small, and medium (MSMEs) agricultural enterprises that are successfully integrated into competitive markets both in Ukraine and internationally.
Position Description:
The Inclusion Specialist is responsible for the development and implementation of the USAID Agriculture Growing Rural Opportunities Activity in Ukraine (AGRO) Gender Equality and Inclusive Development (GESI) strategy and ensuring that the recommendations of AGRO’s Gender Analysis report are addressed, as well as ensuring that general awareness of gender and social inclusion is maintained throughout the project.
This includes utilizing a variety of technical approaches and strategies including monitoring of gender and inclusion components in the M&E structure of the project, ensuring that inclusion targets are met throughout programming, assisting in the disaggregation of performance indicator data by sex and gender, producing relevant media materials focused on inclusion, and planning inclusion-based activities in overall programming
Principal Duties and Obligations (Essential Functions):
The Inclusion Specialist will provide technical, administrative, logistical support, and assistance to AGRO throughout the implementation of the following tasks:
- Assist in the creation of the comprehensive project-level GESI strategy and plan, including the creation of output and outcome targets. This will include details on the involvement of women and men, and anticipating the impact of inclusion considerations throughout the project
- Identify and invite relevant Ukrainian gender and inclusion experts to participate in activities, provide lectures and sit on panels
- Identify entry points through which the Gender and Inclusion strategy can be utilized
- Evaluation of inclusion obstacles within the context of the project and provide recommendations to the AGRO leadership regarding possible trainings or other actions that would facilitate beneficiary buy-in at the community level
- Mainstreaming of inclusion into all activities and being a voice for inclusion at AGRO meetings
- In coordination with the technical teams draft specific, context driven sub-plans to address GESI concerns per activity
- Ensuring that men and women of vulnerable groups are benefitting equally from program activities
- Provide briefings on gender equality and gender analysis to grants under contract recipients
- As needs dictate, the supervisor may assign ad hoc special tasks and duties to the Inclusion Specialist to ensure the overall efficient development of program activities.

Terms of work, SOW Timing and Reporting Relations:
The Inclusion Specialist will work under direct supervision of the Collaborations, Learning and Adaption Adviser, and report to the Deputy Chief of Party.
Office location: Kyiv.
Required Skills and Qualifications:
- Bachelor’s Degree in a social service, business administration or other relevant field.
- Not less than 3 years of experience working with vulnerable populations.
- Ability to work in a multinational, multicultural environment.
- Not less than 3 years of experience in technical assistance projects, experience in agricultural projects is preferred
- Ability to build consensus and coordinate with diverse actors, including government, NGOs and civil society organizations, and the private sector.
- Fluent in Ukrainian and proficient in English.
- Excellent interpersonal and communication skills, and time management. Profound interpersonal relations skills, team building skills, etc.
- Computer skills: user level is required for MS Project and the other MS Office 365 applications (Word, Excel, Outlook, PowerPoint, OneNote, Power BI, etc.)
