Background Information:

In accordance with the organizational mandate and national development priorities of Ukraine, UNFPA, the United Nations Population Fund, implements a country programme of technical assistance to Ukraine for 2012−2016. The programme targets, inter alia, the improvement of sexual and reproductive health of the Ukrainian people, counteracting the spread of HIV and other sexually transmitted infections, promoting gender equality and combating gender-based violence, as well as improved collection and use of good quality population data for national development planning and implementation.

Organizational context:

Under the supervision of the Senior Field Coordinator and Programme Manager, the Field Monitoring Specialist (FMS) implements daily activities and tasks related to the work and implementation of the Humanitarian project, all envisioned project events and activities in 5 regions of Eastern Ukraine ensuring delivery of results

He/She works in a client, quality and results-oriented manner in close collaboration with all Humanitarian project personnel, different units of UNFPA Country Office (CO), as well as personnel of other UN Agencies to exchange information and to ensure smooth project functioning in line with the approved project work plan, indicators and milestones (Project Results Framework (RRF). He/She is one the key project team members in the designated geographical area and plays a vital role in collecting, analysing, and sharing information that is important for the project and country office, as well as, its stakeholders to make informed (evidence based) strategic decisions

Major Duties and Responsibilities:

• Provide support to implementation of project activities in the region as required by the Senior Field Coordinator and Programme Manager;

• Provide support to analysis of the prevailing humanitarian situation, capacities and available services of local social service providers to prevent GBV and deliver good quality, equitable and easily accessible socio-psychological support to GBV survivors, IDPs and members of the host communities, identify needs and gaps in the response;

• Establish partnerships with other humanitarian agencies in order to plan and evaluate assistance programmes activities;

• Facilitate field visits and missions with the aim to improve the humanitarian response;

• Support functioning of the GBV sub-cluster to ensure proper multisectorial coordination and response to humanitarian situation in the region;

• Maintain regular contacts and ensure active engagement into activities of the Humanitarian project all relevant partners, including government authorities and institutions, NGOs, UN Agencies, international organizations;

• Work in close cooperation with the Protection, Health and other Cluster partners in the region to ensure that GBV response is integrated into overall humanitarian response actions;

• Facilitate the project humanitarian coordination meetings in the region, including Protection cluster meetings and participate in discussions, keeping GBV and SRH issues on the Agenda and regular sharing of information on UNFPA humanitarian and GBV sub-cluster activities;

• Provide regular reports as required by Senior Field Coordinator and Programme Manager;

• Support and promote GBV and SRH information provision and awareness activities in the region;

• Ensure project activities visibility in the region through maintaining contacts and engagement of regional mass media;

• Perform other duties as required.

Computer Skills:

Excellent working knowledge of MS Office-Word, Excel, Power Point, Internet, e-mail applications, etc.

Required Skills and Experience

Education:

Minimum Bachelor’s Degree in any of the field: Social Studies, Gender Studies, Public Health, Geographic Sciences, Humanitarian Affairs, Political Science, Information Technology, Information Systems, Communications or related area.

Experience:

At least 5 years of relevant professional experience. Experience in the region would be an asset. Knowledge about the UN and humanitarian coordination structures would be an advantage. Experience in usage of computers and office software packages.

Language:

Fluency in Ukrainian and Russian languages. Fluency in English would be an asset.
