Deloitte is seeking qualified candidates to serve as Communications Officer in support of the USAID  Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.

Project Description

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Background/Objective

The Communications Officer will be responsible for all external and internal project communications as a cross-cutting activity of the project. Additionally, the Communications Officer will support project technical advisors with other ad hoc related communications tasks.

Responsibilities

The Communications Officer will be responsible for providing overall communications leadership and management of relevant activities. Key Responsibilities include:

• Developing the Project informational and marketing materials consistent with relevant templates and guidelines and promote the projects’ work to internal and external clients.
• Producing quarterly newsletters, info bullets, regular results and success stories following the Project’s achievements.
•  Working together with the Project’s team to develop educational and training materials.
• Collaborating with Communications team to ensure proper branding and relevant approvals.
• Working with technical and objective leads to brainstorm content ideas, in line with the project’s activities and in support of various initiatives that promote these activities.
• Supporting and evaluating results of communication campaigns with the team.
• Building and maintaining relationships with journalists and key external role-players.
• Organizing project’s participation in national and regional public and monitor effectiveness of this participation.
• Collaborating with the Communication team in reaching media to update on the project news and results, in preparing press releases and media packages/press-kits.
• Providing communication support to donors in the development of informational and marketing materials that will highlight its work in Ukraine and its benefits for Ukrainian people.

 Requirements:

• Bachelor’s/Master’s degree in communications, journalism, public relations, or a related field (essential).
• A minimum of 2 years experience in communications (essential).
• Excellent written and verbal communication skills.
• Works well under pressure and meets tight deadlines.
• Highly computer literate with capability in email, MS Office, and related business and communication tools.
• Content writing experience for all types of audiences and for different media platforms
• Strategic and creative mindset.
• Meticulous attention to detail.
