Deloitte is seeking a qualified candidate to serve as a Communications Specialist for the Health Consumer Rights Promotion Campaign in support of the USAID/ Ukaid Health Reform Support (HRS).
Period of Performance: February 2021 – September 2021
Level of Effort: full-time
Project Background and Summary:
The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
Communications Specialist will analyze mis/disinformation related to health reforms in Ukraine using advanced social media sensing tools and provide technical assistance to the HRS Communications stream.
Responsibilities
Duties and responsibilities will include, but will not be limited to:
- conducting research and analysis of online media and SMM narratives
- providing invaluable local perspective on government, politics, ongoing health reforms, and various segments of the information landscape
- translating articles, videos, and other public inputs into English language for non-Ukrainian team members
- supporting production and distribution of communication tools
- arranging communication events
- developing data visualization and presentation products
- developing reports
- performing other tasks related to the HRS Communications SOW, if needed.
Qualification requirements:
- no less than 3 years of proven work experience as Communications Specialist/Manager
- strong understanding of and expertise in Ukrainian government, political dynamics and health reform
- strong understanding of the Ukrainian “information landscape,” including the understanding of the various traditional, social, and other media outlets, their political bents, levels of journalistic integrity, and other affiliations
- proven experience in media and SMM analysis
- strong research and reporting capabilities
- any reform communication support experience will be an asset
- native-level language capabilities in Ukrainian, including the knowledge of the Ukrainian slang
- advanced working proficiency in English
- critical thinker, analytically minded and intellectually curious
