Спеціаліст з питань комунікації/Communications Specialist

Deloitte is seeking qualified candidates to serve as Communications Specialist in support of the USAID Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.

Project Background and Summary

The purpose of the USAID Health Reform Support  is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling cor  ruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Background/Objective

The Communications Specialist will be responsible for providing technical assistance to HRS in designing and implementing communication activities and campaigns to effectively convey health reform and COVID vaccination messages to various stakeholders to achieve trust, buy-in, and inclusion.

Responsibilities

Services will include, but will not be limited to:

• Designing and implementing COVID vaccination communication campaigns targeted to health workers, including the following milestones: design concept, KPI, stakeholders’ engagement, implementation, tracking and reporting system.
• Coordination of stakeholders engaged into support of COVID vaccination communication
• Supporting production of information materials, including SOW development, implementation and approvement support.
• Collecting feedback from target audience re messages, products, channels, etc. to improve communication activities.
• Documenting products and deliverables in accordance with project guidelines.
• Providing input to other HRS communication activities, as needs.

 Requirements:

• At least 5-years of proven work experience as Communications Specialist/Manager
• Experience in special Media projects implementation: TV, e- and print Media
• Proven experience in development coordination of all types of communications content: video, print, infographics, motions, events
• Understanding of Ukraine’s health system reform will be an asset
• Any reform communication support experience will be an asset
• PR Agency experience will be an asset
• Proficiency in Ukrainian and English with demonstrated good writing skills
• Excellent interpersonal communicational and organizational skills
• Ability to work independently, meet deadlines and prioritize competing responsibilities
