Project Summary:
USAID/Ukraine Energy Security Project (ESP) is USAID funded project operating country-wide with the mission to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment and to increase resilience of energy supply, which will help Ukraine to achieve broad-based, resilient economic development to sustain country’s democracy. ESP will work closely with the Government of Ukraine (GOU) and the National Energy and Utilities Regulatory Commission (NEURC) to correctly implement EU directives-based and competitive energy markets. By doing so, Ukraine will facilitate private sector-led energy investments, increase renewable energy generation and provide secure, reliable, and affordable energy for all Ukrainians.

Position Summary:
The Ukraine ESP is currently hiring for an Electricity Market Specialist to help assess, model and develop optimal market conditions. This position will report to the Senior Advisor, Electricity Sector. The position is based in Kyiv with occasional travel to other cities in Ukraine.
Responsibilities:
- Collection of data on Ukraine power systems, current state of operations, development plans, assessment of integration strategies, etc.
- Analysis of electricity market structure and operations, development plans and modifications.
- Support or conduct research in power systems modeling, with a focus on studying the impacts of large penetration levels of renewable energy on power systems stability.
- Bring strong track-record in power system operations, technical analysis, modeling and design, as well as strong understanding of power market operations and knowledge in various market designs.
- Support data collection and technical analysis for use in power system planning or other modeling activities
- Assist in preparation of presentations, reports, training curricula and other materials on energy efficiency or energy analytics
- Contribute to required reports (weekly, monthly, quarterly and annual)
Qualifications:
- 7 or more years of relevant experience in power system operations, engineering, analysis, electricity market design.
- Strong knowledge and understanding of Ukraine’s power systems, markets, development plans, integration opportunities, international studies, etc.
- Master’s degree in energy and power engineering, electrical engineering, or equivalent acceptable to Tetra Tech.
- Must be fluent in Ukrainian and conversant in Russian, and have good command of English.
- Excellent written and oral communication skills
- Experience working on USAID or other donor-funded projects is a plus
- Experience working with government agencies is a plus
- Knowledge of computer software for project management
