NIRAS is looking for a Specialist on Culture and Social Cohesion for a Swiss-Ukrainian UCORD project.

Expected start date: 1 August 2024 
Location: Ukraine, Kyiv (hybrid)
Duration of assignment: 4 months, with possibility to extend to November 2026 
Number of working days:  the total number of days for the assignment will not exceed 74 work days. 

  1. Background

The project “Ukraine’s Cohesion and Regional Development, UCORD” is a technical assistance project supported by Switzerland through the Swiss Agency for Development and Cooperation in Ukraine (SDC) and implemented by the consulting company NIRAS Sweden AB.

The UCORD project is aimed at strengthening the cooperation of citizens, businesses and state authorities on recovery and regional development, which will contribute to improving the quality of life, stability, peace and social cohesion in Ukraine.

The UCORD project consists of three components:

  • Component 1 provides for the development of regional policy in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot regions.
  • Component 2 aims to improve public service delivery in the WASAW (water supply, sanitation and waste management) sectors with a focus on the environment.
  • Component 3 aims to build social cohesion through culture, creative industries and dialogue.

The active phase of implementation of activities under component 3 of the project requires additional support from the Specialist on Culture and Social Cohesion.

  1. Context and objectives

In the structure of the strategic framework of the Ukraine’s Cohesion and Regional Development  project, UCORD, supported by the Swiss Agency for Development and Cooperation in Ukraine (SDC) and implemented by NIRAS Sweden AB, the role of the   the Specialist on Culture and Social Cohesion is a supporting position to ensure the conditions for fully functional, timely and high-quality performance of activities under component 3 – formation of draft documents, communication, consultation, etc.

The Specialist on Culture and Social Cohesion will help to ensure parallel work on holding cultural forums, launching flagship projects, compiling a list of potential projects and initiatives to promote social cohesion, ensure social inclusion and integration of IDPs in host hromadas, etc.

  1. Scope of Work / Requested Services
  • Detailed planning, high level organization and execution of Cultural Forums in alignment with regional priorities and stakeholder expectations ;
  • Provide full-functional support for the process of identifying and launching flagship projects under Component 3 (organization and coordination of the competitive selection process, evaluation, detailing and finalization of project applications for launching, etc;)
  • Contribute to the logistical and content-related aspects of the initial rollout of the capacity-building programme “Culture and Social Cohesion”, specifically focused on Module 1;
  • Organization the process of identifying a list of potential projects and initiatives to promote social cohesion, social inclusion and integration of IDPs in host hromadas;
  1. Deliverables / Expected Results
  • Work plan for the implementation of the defined scope of work with clearly defined dates for achieving the expected results was prepared and agreed (up to 2 work days);
  • 2 сultural forums (for Khmelnytsky and Sumy oblasts) was successfuly held meeting predefined goals and targets (up to 23 work days);
  • Full-functional support was provided for the process of identifying and launching 6 flagship projects under Component 3 (organization and coordination of the process of competitive selection, evaluation, detailing and finalization of 6 project applications for launch, etc;) (up to 20 work days);
  • Capacity building program was successfully launched: a list of participants was formed and approved, the first training module was completed, including the distribution of materials and the collection and systematization of feedback from participants (up to 16 work days);
  • Concepts of potential projects and initiatives to promote social cohesion, social inclusion and integration of IDPs in the host hromadas of the pilot oblasts were collected, evaluated and systematized; a list of potential activities to strengthen social cohesion in the pilot oblasts of the project that can be included in the plans for the following years was prepared (up to 13 working days).
  1. Qualifications of the Consultant

The Specialist on Culture and Social Cohesion must have the following qualifications:

  • Master’s degree in a relevant field of study related to humanitarian or regional development;
  • At least 2 years of experience in regional cultural policy and/or social cohesion through culture;
  • Experience in organizing and conducting public events (forums, conferences, trainings);
  • Experience of working with central government bodies, regional administrations, local governments of territorial communities;
  • Excellent knowledge of the Ukrainian language, knowledge of English is considered an advantage.
  1. Reporting

The Specialist on Culture and Social Cohesion reports to the  Social Cohesion, Culture, and Citizen Engagement Advisor.

Reporting is provided in Ukrainian and English (optionally by document type).

Evaluation of response & selection

Interested applicants should send their proposals to [email protected] no later than July 21, 2024 

The proposal should contain the following documents:

  1. A short explanation of the applicant’s suitability for the assignment (maximum one A4-page), including indicating the expected rate of one working day in UAH
  2. Up-to-date CV indicating relevant experience and qualifications, indicating at least three contact references.

The proposal should be submitted in English.

The selection will be done based on the expert’s competence and suitability – based on the requirements described above. Only short-listed candidates will be contacted to be followed by an interview with selection panel.
