DAI is seeking highly qualified candidates to occupy LTTA (Long Term Temporary Assignment) Local Integrity Promotion Officer position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded jointly by USAID and UK International Development and implemented by DAI Global LLC.
Project Background
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
- Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
- Strengthen anti-corruption compliance and control in local governance;
- Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
POSITION DESCRIPTION
Pro-Integrity seeks to hire up to nine (9) Local Integrity Promotion Officers to be based in one of the following locations: Poltava, Vinnytsia, Kyiv, Khmelnytskyi, or Kropyvnytskyi. Local Integrity Promotion Officers will work closely with the Regional Manager and the Objective 2 team to implement, monitor, and support program activities in the targeted communities of the Local Government Integrity Alliance. The role involves collaborating with Local Government Integrity Alliance members, civil society organizations (CSOs), consultants, and subcontractors. Officers will support a wide range of activities, including corruption risk assessment, regulatory framework improvement, capacity building for local anti-corruption units, and promoting digital solutions to enhance transparency and accountability in local governance.
KEY DUTIES AND RESPONSIBILITIES
- Assist the Objective 2 team in conducting assessments, delivering technical assistance, and providing capacity-building initiatives to local governments and CSOs in alignment with the project workplan.
- Facilitate the development and implementation of anti-corruption policies and procedures aimed at enhancing local government accountability and compliance.
- Act as a key liaison between various departments of local governments to promote effective program implementation and foster collaboration.
- Coordinate and monitor the performance of consultants, partners, and grantees engaged in specific components of the project.
- Support training programs and activities that strengthen the capacity of local governments to adopt and utilize corruption prevention and response tools.
- Facilitate the sharing and adoption of best practices in transparency, accountability, and anti-corruption efforts at the local level.
- Contribute to regular monitoring, evaluation, reporting, and learning activities to measure the effectiveness of Objective 2 initiatives.
- Provide periodic political updates and progress reports on program implementation in assigned communities.
- Collaborate with the Kyiv office to establish and maintain partnerships in the region that support program development and implementation.
- Work closely with Kyiv office and other regional team members to ensure alignment and consistency across activities.
- Undertake other responsibilities as assigned by the Regional Manager and Objective 2 Team Lead.
QUALIFICATIONS
- A bachelor’s degree in a relevant field of study, such as law, publication administration, project management or similar is required.
- A minimum of seven (7) years of relevant professional experience in related field that may include working in local government, CSO or international donor project focusing on good governance and accountability issues on local level.
- Strong understanding of Ukrainian anti-corruption reforms, decentralization, and local governance challenges.
- Strong communication skills, including ability to effectively engage stakeholders and senior-level local government, ability to lead meetings and explain project priorities.
- Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English is preferred, but not mandatory.
- Strong organizational skills and ability to manage multiple tasks efficiently.
- Demonstrated ability to work collaboratively with diverse stakeholders and within cross-functional teams.
