Project Background
The Ukraine Confidence Building Initiative III (UCBI III) is designed as a flexible quick response mechanism to respond to this crisis and serves as one of the Government of the United States’ (USG) main mechanisms for mitigating Russia’s deleterious impact on the people of Ukraine. UCBI III works closely with a range of partners, including national and local government entities, civil society organizations, media and private sector actors to implement effective programming in areas consistent with its program objectives.
Principal Duties and Responsibilities
The procurement close-out specialist will provide continued surge support to UCBI III senior leadership, close-out team, and OMUs to clear backlog of completed direct distribution of goods and services (DDGS) activities that need to be submitted to OTI for closure.
- Work with OMUs to ensure complete documentation such as modifications, photos, approvals, and required certifications are saved to SharePoint and uploaded to OTI-A for cleared and completed activities.
- Update close-out tracker and keep close-out team updated on the status of activity close-outs.
- Conduct a detailed closeout review of all project DDGS activity and procurement files and in collaboration with project staff and assist in finalizing procurement files for close-out.
- Document any discrepancies or deficiencies in each DDGS activity file, prioritize actions to address gaps, and collaborate with closeout team to resolve issues.
- Other ad hoc tasks to be assigned by the Senior Management Team or Close Out Lead.
Location
Remote work with intermittent travel to Warsaw as needed.
Timing
The proposed timing of this assignment is o/a January 1, 2023 to June 1, 2023.
Qualifications:
- Undergraduate degree or equivalent work experience in relevant field.
- Strong management and administrative skills, preferably with respect to managing and backstopping standard and in-kind procurements/grants.
- Strong understanding of USAID procurement regulations, particularly FAR and AIDAR.
- Ability to coordinate with external partners and monitor counterparts and subcontractors or grantees.
- Ability to work in a multinational, multicultural environment.
- Excellent interpersonal and communication skills, and time management.
- Computer literacy: MS windows applications (word processing, excel, spreadsheets, etc.).
- Fluent Ukrainian language, and proficient English language.
