Based in Kyiv, the position is under the direct responsibility of the Project Leader. He/she will be supported by the Deputy Project Leader as well as support functions and transversal resources pooled with the other projects implemented by Expertise France in the country, within the Shared Support Unit (CAM) of Expertise France in Ukraine.
He/she works in functional liaison with a Project Officer and a Project Assistant at Expertise France headquarters in Paris (Health Department/DEPSAN). He/she may also liaise with Expertise France’s transversal departments as required (legal affairs, financial affairs, communication, monitoring-evaluation, etc.).
The principal missions assigned to the Liaison Officer will be (not limitative) :
- Operational support for project management
In close collaboration with the Project Leader and his/her deputy :
- Support the implementation of project activities as a whole in accordance with the quality, duration and cost criteria contractually agreed with the donors and in close collaboration with the various stakeholders;
- Support the organization, reception and mobilization of project implementation partners (experts, consultancies, associations, private companies, etc.) in the field;
- Report any difficulties encountered, risks identified and/or contextual factors (sectoral, security, political, etc.) that may have an impact on the successful completion of activities, and help identify mitigation measures;
- Translate internal and external meetings held in Ukrainian for the Project Leader, as well as various documents from English to Ukrainian and from Ukrainian to English (expert deliverables, reports, etc.).
- External liaison and animation
In close collaboration with the Project Leader and the Deputy Project Leader of Expertise France, and in functional liaison with the Project Officer at headquarters:
- Ensure coordination between Expertise France and various interlocutors, in particular Ukrainian health authorities, civil society organizations and any other body involved in the implementation of the project;
- Ensure compliance with the administrative procedures required for the smooth running of operations, in liaison with the relevant departments in the country (project agreement, follow-up of MoUs with local partners, import authorizations, etc.) and maintain good relations between the project team and the various contacts in the country’s administrations;
- Monitor issues in terms of relations with the country’s administrations and alert the Project Leader to any major administrative changes;
- Carry out the necessary administrative procedures for expatriate staff and experts in connection with the CAM (visas, specific authorizations);
- Support the organization and running of various coordination, exchange and consultation meetings with all stakeholders (programming workshop, technical committee, project monitoring and steering committees, etc.), in close coordination with the national side (Ukrainian authorities);
- Take notes and minutes during internal and external meetings and events, and in particular during coordination, exchange and consultation meetings with all stakeholders;
- Support the services of international technical experts on liaison issues;
- Create, maintain and periodically engage a network of contacts within national stakeholders (Ukrainian authorities) and Ukrainian non-state actors.
- Communication
In close collaboration with the Project Leader and his/her deputy :
- Support the promotion of the project’s activities, in close collaboration with the CAM Communications Officer, dedicated departments at headquarters and the Communications Officer at the French Embassy;
- Contribute to the development of language elements relating to project activities on which visibility is expected;
- Contribute to the implementation of the project’s communication and visibility plan.
Project or context description
Expertise France in Ukraine
Ukraine has become one of Expertise France’s countries of intervention. The agency implements national and regional projects and works on a wide range of issues (health, local governance, support for innovation and entrepreneurship, etc.).
The APPUI Health Project
APPUI (Priority Assistance in Emergency Periods in Ukraine) Health is a project financed by the MEAE’s Centre de Crise et de Soutien (CDCS), worth 12M€ over 18 months. It is part of France’s strategy for reconstruction and aid in Ukraine.
The overall aim of the project is to help improve Ukrainian populations’ access to essential health services in times of crisis, and to respond to emergency requests from Ukrainian health authorities.
More specifically, this will involve:
- Improve patient care in targeted priority care channels;
- Improve the quality of services in targeted healthcare facilities through rehabilitation work and the purchase of specialized materials and equipment.
The project has four (4) components:
- Support for the strengthening of specific mental health care and the response to war-related trauma;
- Emergency rehabilitation of healthcare facilities in the Chernihiv region;
- Emergency purchase and provision of medical supplies and specialized equipment;
- Strengthening hospital exchanges and mobilizing expertise.
Required profile
Qualifications/ Technical skills
- Master’s degree in foreign languages (English) ;
- Multidisciplinary and multicultural team coordination support skills;
- Excellent ability to build trusting relationships with national and international partners with proven experience;
- Knowledge of project management, mainly in the healthcare sector;
- Good knowledge of the emergency health sector and of national and regional health authorities in Ukraine would be an asset;
- Ability to mobilize, maintain, coordinate and lead networks of players (experts, institutional players, civil society, authorities, etc.);
- Good knowledge of cooperation mechanisms, official development assistance, and international cooperation actors present in Ukraine;
- Ability to conduct a dialogue with technical and financial partners;
- Excellent written and oral communication skills (drafting of technical reports, analysis documents, minutes, activity reports, definition of terms of reference, etc.);
- Very good command of office automation tools, particularly Excel and Word;
- Excellent command of English (certified) and Ukrainian (written and spoken).
Professional experience
- At least two years’ experience in Ukrainian/English translation, technical knowledge of medical English appreciated;
- At least one year’s experience in institutional liaison in the context of international solidarity projects (humanitarian or international cooperation), technical assistance and/or international cooperation in the healthcare field;
- Experience in facilitation, tools and techniques for participatory work;
