Position Title: Project Associate (Capacity Strengthening Partnerships and Localization)
Duty Station: Kyiv, Ukraine
Classification: General Service Staff, Grade G5
Type of Appointment: Special Short-Term, Eight months with the possibility of extension

Context:

Under the overall supervision of the Chief of Mission and the Programme Support Officer (RRR), and the direct supervision of the Grants Partnerships Officer and in coordination with the Programme Specialist (Localisation) and in collaboration with relevant units within the Mission, the Project Associate (Capacity Strengthening, Partnerships and Localization) will be supporting in implementing capacity-strengthening initiatives, fostering partnerships, and advancing localization efforts in the Partnerships and Clerical Support unit within Program Support Unit (PSU). The role involves coordinating activities, managing relationships with stakeholders, and supporting the effective delivery of project objectives. The incumbent will assist in the successful implementation of the activities intended to reinforce IOM IPs’ capacities and building an equitable partnership to promote localization.

 Core Functions / Responsibilities:

  1. Support the Grants Partnerships Officer in the conduct of the rapid capacity needs assessments to identify capacity needs and gaps of the partners, analyze assessments data to support the development of targeted capacity-strengthening interventions that will help to deliver the best humanitarian outcomes for affected populations.
  2. Support the Grants Partnerships Officer in the overall implementation and coordination of the capacity development activities (training sessions, learning events, workshops, etc) for local partners (IOM Implementing partners (IPs), CSOs, NGOs, etc.)
  3. Collect and analyze feedback from capacity-development activities and programs and prepare respective reports on impact, outcomes, etc to inform continuous improvement of programs.
  4. Curate and maintain up-to-date repository of capacity-strengthening activities and materials accessible to all stakeholders within the Mission.
  5. Liaise with IPs as well as with relevant national and local actors to provide necessary information and coordination support on the capacity development/capacity sharing initiatives.
  6. Support local partners in establishing and maintaining effective networks and alliances.
  7. Support the Grants Partnerships Officer and the Programme Specialist (Localisation) with the procurement and administrative processes.
  8. Together with the Grants Partnerships Officer and the Programme Specialist (Localisation) facilitate experience-sharing events and support local partners in developing and implementing sustainability plans to ensure the long-term impact of capacity strengthening efforts.
  9. Provide general administrative and logistics support for capacity strengthening, partnerships and localization related initiatives such as preparation and organization of conferences, meetings, trainings, and other events, drafting correspondence, briefing notes, meeting minutes, presentations and other forms of documentation, supporting the Unit in contracting consultants and other service providers.
  10. Collect and analyze data to measure the effectiveness of localization strategies and provide feedback for continuous improvement.
  11. Prepare and disseminate minutes and reports on localization activities (localization awareness sessions, trainings, etc), achievements and challenges.
  12. Assist in the development and implementation of organizational policies and procedures that support localization.
  13. Provide Ukrainian-English and English-Ukrainian translation when necessary.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • High school diploma/certificate or equivalent with at least five years of relevant work experience;

or

  • Bachelor’s degree in international development, Political or Social Sciences, International Relations, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.

Experience

  • Proven experience working with civil society and local national actors.
  • Experience in administration functions is required.
  • Experience in project coordination, capacity strengthening, partnerships, and/or localization is desirable
  • Experience throughout the project cycle is an asset, including project design, implementation, monitoring, evaluation, and reporting.
  • Knowledge of humanitarian activities and context is advantageous.
  • Experience of working in a diplomatic field, UN agency or International NGO in a multi-cultural setting is a substantial advantage.

  • Strong organizational skills.
  • Excellent interpersonal, verbal and written communication, coordination skills.
  • Excellent reporting, writing and editing skills in English and Ukrainian
  • Computer literacy, especially Microsoft Word, Excel, PowerPoint and Outlook.

Languages

For all applicants, fluency in English and Ukrainian is required (oral and written).
