Position Title: ​​Project Associate (CBI) 

Duty Station: Kyiv

Classification: General Service Staff, Grade G6

Type of Appointment: Special Short-Term, six months with the possibility of extension

Estimated Start Date: As soon as possible

Closing Date: 2 July 2024

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

​​​Under the overall supervision of the Chief of Mission, and Senior Programme Coordinator (Operations) and the direct supervision of the Program Manager (CBI and Social Protection), the Project Associate will provide support to the implementation of IOM Ukraine’s Cash Programme efforts focused on response activities.​ 

 Core Functions / Responsibilities:

  1. ​​​​Support the Program Manager (CBI and Social Protection) and Project Officer (CBI) in the overall planning, implementation and monitoring of cash-based interventions (CBI) activities.
  2. ​Undertake regular duty travel to monitor project implementation and provide onsite guidance to the Implementing Partners (IP) and verify that activities are conducted in line with donor requirements and project documents.
  3. ​Contribute to the development of standard operations procedures and technical guidelines in close coordination with colleagues to facilitate an efficient and effective CBI delivery, in line with IOM’s policies and procedures for cash-based programming.
  4. ​Retrieve, compile, summarize, analyse, and present information/data on CBI project topics.
  5. ​Monitor budget; verify availability of funds; obtain necessary approval and update budget related information. 
  6. ​Act as a focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  7. ​Draft operational status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
  8. ​Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
  9. ​Participate in the sub-national Cash Working Group meetings or other CBI-related meetings, workshops and forums, as required, and assist in coordinating activities with local authorities, United Nations Agencies, national and international non-governmental organizations and other stakeholders at the sub-national level.
  10. ​Oversees the work and manage the day-to-day tasks of the Project Assistant (CBI).
  11. ​Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • ​​High school diploma with six years of relevant experience;
  • ​OR
  • ​Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

Experience

  • ​​Experience working with authorities and civil society.
  • ​Experience working with (Internally Displaced Persons (IDPs)/refugees and/or vulnerable populations.
  • ​Experience with organizational and administrative duties.
  • ​Experience implementing and monitoring CBI activities.
  • ​Knowledge of humanitarian activities and context is advantageous.
  • ​Experience in community participation and cohesion, is advantageous.
  • ​Experience throughout the project cycle is an asset, including project design, implementation, monitoring, evaluation, and reporting.
  • ​Experience of working in a UN agency or International NGO is an asset.

Skills

  • ​​Knowledge of CBI and similar activities.
  • ​Knowledge of activity planning and implementation.
  • ​Ability to implement administrative and financial control procedures.
  • ​Proven drafting, writing, and reporting skills.
  • ​Strong proficiency on Microsoft Office Suite.​

Languages

For this position, fluency in ​Ukrainian and English​ is required (oral and written).
