DAI is seeking highly qualified candidates to occupy the STTA position of Communications Specialist for the Task Force UA position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

Project Background 

The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:  

  • Strengthen national-level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence; 
  • Strengthen anti-corruption compliance and control in local governance; 
  • Advance transparency and accountability in resilience, recovery, and reconstruction efforts. 

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy. 

 Position Description 

Task Force UA has been established by state bodies in Ukraine to ensure justice including in the format of seizure of assets of perpetrators. The Task Force comprises the Prosecutor General’s Office, various law enforcement agencies, the National Agency for the Prevention of Corruption, the Ministry of Foreign Affairs, the Security Service of Ukraine, the National Anti-Corruption Bureau, State Financial Monitoring, and ARMA. 

Task Force UA collaborates with law enforcement, intelligence, sanctions, and other competent authorities in the USA, EU countries, and Europol to exchange data on assets of individuals involved in war crimes and implement sanctions and countermeasures against those violating sanctions. It works closely with Task Force KleptoCapture and Strike Force of the US Department of Justice, Task Force Freeze and Seize of the European Commission, National Crime Agency of the UK and other international partners, engaging international experts in its operations. 

Recently, two more subdivisions of the Task Force UA (on stolen grain and disrupting technologies) were added to the existing ones on investigation, confiscations, sanctions, and others. The Task Force’s increased involvement in many tracks requires more project management and expert capacity. To provide this additional capacity, Pro-Integrity supports the Secretariat of the Task Force UA with group of experts, including Head of Secretariat, Analyst, Project Manager on International Cooperation, Project Associate and Communication Specialist. 

Key Duties & Responsibilities 

  • Communicate the goals and relevant activities of the Task Force UA to the target audience, as agreed with the Task Force UA. 
  • Assist the Task Force UA in explaining to the audience the importance of freezing and confiscating assets as part of a Europe-wide effort to support peace and security within Europe, and to aid Ukraine’s post-war recovery. 
  • Ensure media coverage of the relevant achievements and activities of the Task Force UA, as agreed with the Task Force UA. 
  • Write press releases, news articles, and social media posts (primarily on Twitter), and create visual content. 
  • Prepare newsletters and other materials for Ukrainian and international media explaining Task Force UA activities. 
  • Increase the Task Force UA presence on social media, primarily Twitter. 
  • Support and mentor Task Force UA staff in their work with media. 
  • Prepare communication plans and content plans in accordance with the Task Force UA communication strategy. 
  • Synchronize communication activities with relevant government agencies and partners. 
  • Other relevant duties, as required. 

Qualifications 

  • A master’s degree, preferably in Journalism, Communications, Marketing, or a related field. 
  • At least 5 years of experience in communication, preferably within the government, NGO, or journalism sectors. 
  • Ability to develop creative and strategic concepts that align with the messaging and objectives of the Task Force UA. 
  • Fluency in written and oral Ukrainian, with an advanced level of written English. 
  • Excellent writing, editing, and proofreading skills. 
  • Strong ability to work with other teams within the Task Force Secretariat and other governmental institutions. 
  • Ability to adapt to changing situations and work on multiple projects simultaneously in a fast-paced and dynamic environment. 
  • Leadership skills are a plus, as the position may require managing and mentoring junior specialists and coordinating with other teams.
