Спеціаліст(ка) з моніторингу, оцінки та навчання надасть підтримку у впровадженні Плану моніторингу, оцінки та навчання Програми шляхом професійної та ефективної організації процесу збирання даних та управління ними. Це включатиме допомогу Менеджеру(ці) з питань моніторингу, оцінки та навчання / гендерної рівності та соціальної інклюзії (MEL/GESI) в підтримці сторінки Програми на Інтернет-платформі. Спеціаліст(ка) з моніторингу, оцінки та навчання надаватиме підтримку в складанні додаткової програмної звітності з моніторингу, оцінки та навчання, а також в складанні додаткових звітів на вимогу USAID, та братиме участь у зміцненні спроможності уряду та місцевих партнерів та грантоотримувачів в питаннях, що стосуються моніторингу, оцінки та навчання.

Chemonics International, a global consulting and international development firm, seeks a Monitoring, Evaluation and Learning Specialist for the USAID-funded Competitive Economy Program. This five-year program encourages startup businesses and small and medium-sized enterprises (SMEs), increases domestic market competition, and supports the competitiveness of Ukrainian firms in international markets. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Monitoring, Evaluation and Learning Specialist will support the implementation of Monitoring, Evaluation and Learning Plan of the project in professional and effective manner streamlining the processes of surrounding data collection and management. This includes assisting MEL/GESI Manager in maintaining project profile at the web-based software. MEL Specialist anticipate to support all additional program MEL reporting, including all reporting required by the contract and additional reporting required by USAID and participate in building government’s and local partners’ and grantees’ capacity in MEL-related issues. Under supervision of MEL/GESI Manager, MEL Specialist  will be helping identify, analyze, and synthesize lessons learned from program implementation and ensure lessons and best practices are incorporated into future activities together with conducting annual data quality reviews of indicators and data collection and reporting procedures to ensure validity, reliability, timeliness, and precision of data collection methods. MEL Specialist may be assigned to perform other tasks as assigned by the MEL/GESI Manager to ensure efficient and smooth MEL data collection for the project.

MEL Specialist should have the following experience and qualifications:

University degree in sociology, mathematics, data analysis, economics or related field required. Master’s degree preferred.

Prior experience in working with performance indicators in development programs, data collection and verification, including the provision of support to third parties on monitoring and evaluation issues.

Former experience with MEL activities under USAID development programs is preferred.

Demonstrated professional excellence and strong analytical skills.

Effective cross-cultural interpersonal skills and demonstrated ability to resolve assigned tasks in a professional manner.

Ability to work under pressure and orientation on result.

Demonstrated attention to detail, versatility, and integrity.

Willingness to learn usage of modern tools on data analysis and visualization.

Fluency in English and Ukrainian required.
