Role Purpose and Context
The Finance Officer is a critical member of the Ministry of Economy’s Mine Action Office Team «Demine Ukraine.» This role focuses on developing innovative financing solutions for Mine Action, conducting research, and fostering collaborations with International Financial Institutions (IFIs) and stakeholders. The ideal candidate will have expertise in finance, public-private partnerships, and capital market instruments, with a commitment to advancing economic solutions in Mine Action.

Key Responsibilities

Coordinate the Development of Innovative Financing Solutions with partner organizations:

- Coordination of design and implement innovative financing tools tailored for Mine Action projects.
- Conduct research and analysis on economic aspects, including operational costs, and propose financing strategies.
- Contribution to planning, design, and coordination with international partners on implementation of long-term arrangements between Ukraine and donors.
- Support the development of a private Mine Action market and related economic frameworks.
- Work with private sector engagement and investments;

Collaboration with Stakeholders:

- Engage with stakeholders, including IFIs, sovereign borrowers, donors, government officials, and municipalities, to promote finance initiatives.
- Facilitate partnerships with development banks, commercial banks, and private sector entities to drive funding opportunities.

Project Management and Coordination:

- Provide support for project management tasks, including drafting project/implementation plans and managing risks.
- Organize meetings, events, round tables, and forums to engage stakeholders on financing themes and policy proposals.
- Coordinate with experts and institutions to align project goals and strategies.

Reporting and Analysis:

- Prepare high-quality reports, analytical memos, and status updates on financing initiatives.
- Monitor and evaluate progress, providing actionable insights to improve strategies.

Desired Skills and Qualifications

Essential Skills:

- Master’s degree in Finance, Economics, Accounting/Auditing, Business Administration, International Relations.
- Excellent communication and interpersonal skills for stakeholder engagement.
- Proven ability to manage projects and coordinate across multiple stakeholders.

Qualifications and Experience:

- Experience working with IFIs, development banks, or commercial banks on financing projects.
- Experience in managing implementation of public-private partnerships projects and capital market instruments.
- Expertise in economic analysis and operational cost assessments.
Strong organisational management, communication and presentation skills.
- Prior experience in organizing and managing events, forums, and conferences.
- Prior experience in respective regulatory framework will be a great asset.

Language Requirements:

Ukrainian — Native.
English — Proficient (B2 or higher).
Tools and Software:

Proficiency in Microsoft Office (Excel, Word, PowerPoint).
Familiarity with project management tools and financial software is an advantage.
