Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission and the Senior Policy & Liaison Coordinator and the direct supervision of the Government Liaison and Capacity Development Officer at IOM Ukraine, and in collaboration with relevant units within the Mission, the incumbent will be supporting liaison functions between IOM, the government and the parliamentary stakeholders, encompassing all aspects of IOM’s humanitarian, early recovery, and development programming in Ukraine.

 Core Functions / Responsibilities:

  1. In coordination with the Government Liaison and Capacity Development Officer support establishment and maintenance of contacts with relevant governmental partners at the central (and possibly local level), as well as with the Parliament of Ukraine for information collection and sharing relevant to IOM’s mandate; for identifying the needs and opportunities for advancing respective policies, legal and institutional framework in Ukraine and for identifying entry points for engagement of governmental stakeholders.
  2. Provide specialized administrative and technical support to the PLU unit in the implementation of programme activities with relevant governmental partners ensuring the smooth coordination of logistical arrangements for events, conferences, meetings, trainings, workshops, seminars and briefings of government counterparts.
  3. Work in close collaboration with the Recourse management team, programme and projects’ staff in the Country Office as required for resolving any operational-related issues and exchange of information. In this context the incumbent will establish close synergies with and seek guidance from the Recourse management team in terms of operational policies and procedures.
  4. Keep track of evolving security situation in Ukraine and impact on population movements, along governmental stakeholders’ response; capture developments in frequent reporting IOM is committed to in a diverse and inclusive environment. Ensure that the Country Office is informed of local and international developments which may have an impact on IOM operations at the ground.
  5. Support advocacy actions of IOM Ukraine with governmental partners at the central (and possibly local level), as well as with the Parliament of Ukraine on key topics relevant to IOM’s mandate, regional and global level (including the Global Compact on Migration) and IOM policies and programmatic interventions.
  6. Assist in development and implementation of specific PLU initiatives that respond to IOM’s priorities and government request for support to advance policy, legal and institutional frameworks relevant to IOM’s mandate, by facilitating exchanges between IOM and all involved government and parliamentary stakeholders as, and when advised by the Senior Policy & Liaison Coordinator and Government Liaison and Capacity Development Officer.
  7. Support the Government Liaison and Capacity Development Officer in developing and consolidating analytical materials on Government priorities and strategies relevant to IOM’s mandate.
  8. Support the efforts of the PLU Unit in designing and implementing capacity enhancement initiatives for Government and other stakeholders relevant to IOM’s humanitarian, early recovery, and development programming (such as training courses, exchange visits, etc).
  9. Assist the Government Liaison and Capacity Development Officer in drafting correspondence, reports, briefing notes, background materials, talking points, minutes, etc as required.
  10. Performs such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree or equivalent in Political Science, Social Sciences, Business Administration, Law and International Relations from an accredited academic institution with at least five years of relevant professional experience.
  • OR
  • High School Diploma with seven years of relevant professional experience in above mentioned fields.

Experience

  • Experience in liaising work with government entities, as well as other actors (UN agencies, civil society, private sector, academia, etc).
  • An overall understanding of the work of the Parliament and its commissions.
  • Experience of project development and report writing in development and/or conflict settings and humanitarian support.
  • Experience in technical writing, editing, and reporting in English.
  • Experience with the EU or the UN, or another international organization is an asset.

SKILLS

  • Good knowledge of migration governance issues in Ukraine, migration policy and legislation and its application;
  • Sound knowledge of government institutions at the central and local level;
  • Good understanding of the political climate in Ukraine.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization
  • Advanced research, writing, outreach and communications skills.
  • Demonstrable knowledge of Ukraine’s political and humanitarian issues.
  • Excellent writing and editing skills in English.
  • Excellent analytical and organizational skills.
  • Excellent computer/information systems skills.

Languages

Fluency in English and Ukrainian is required.
